    • Leads, plans, facilitates, develops and delivers software and/or other digital services (cyber, cloud, platform, data, and/or artificial intelligence) through the following execution phases: design, development, installation, test, (continued)

    • Represents the organization to a variety of headquarters, installation and functional area organizations across the Department of Defense and the Air Force.
    • Contributes to an organizational talent strategy designed to bring together leadership and staff with the skills to deliver world-class technology, software and digital services.
    • Exercises supervisory personnel management responsibilities.

    QualificationsThis is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

    NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below:

    BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Examples of creditable experience include:knowledge in software and digital services, including but not limited to developing and implementing Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), Software-as-a-Service (SaaS) or Storage, Database, Information, Process, Application, Integration, Security, Management, and/or Testing-as-a-Service; plan and manage or review and recommend to senior government officials specific innovations (software, artificial intelligence, platform services, cloud services, systems, operating systems, policies, measures) causing significant impact to methodologies with services or critical agency systems or programs; and knowledge of consumer facing technology, allowing the incumbent to field, generate and develop new programs, approaches and systems that have a national impact, expert knowledge of understanding complex operating environment, including organizational redesign, change management and facilitation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Expert knowledge, skills and abilities in software and digital services, including but not limited to developing and implementing Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), Software-as-a-Service (SaaS) or Storage, Database, Information, Process, Application, Integration, Security, Management, and/or Testing-as-a-Service.
    2. Expert knowledge sufficient to plan and implement technologies and/or software to deliver services to consumers. Capability to plan and manage or review and recommend to senior government officials specific innovations (software, artificial intelligence, platform services, cloud services, systems, operating systems, policies, measures) causing significant impact to methodologies with government services or critical agency systems or programs. Expertise in user centered design and user testing. Expertise in product delivery using cloud technology, agile development methodologies and open source software development.
    3. Knowledge of consumer facing technology, allowing the incumbent to field, generate and develop new programs, approaches and systems that have a national impact, expert knowledge of understanding complex operating environment, including organizational redesign, change management and facilitation.
    4. Expert skill to apply a wide range of qualitative and/or quantitative methods for the assessment of user needs and resource prioritization. Ability to drive complex, government-wide technology and technology policy initiatives from conception through implementation.
    5. Expert ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships.
    6. Ability to manage a staff and carry out all phases of personnel management responsibilities.
