QualificationsThis is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. 3. Knowledge of consumer facing technology, allowing the incumbent to field, generate and develop new programs, approaches and systems that have a national impact, expert knowledge of understanding complex operating environment, including organizational redesign, change management and facilitation.
4. Expert skill to apply a wide range of qualitative and/or quantitative methods for the assessment of user needs and resource prioritization. Ability to drive complex, government-wide technology and technology policy initiatives from conception through implementation.
5. Expert ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships.
6. Ability to manage a staff and carry out all phases of personnel management responsibilities.
