Responsibilities
  • Ability to plan, organize, direct, lead, manage, coordinate and monitor progress of accomplishing quality assurance oversight including research, development, production and maintenance of products, systems, equipment, initiatives and programs.
  • Serve as principal advisor on all matters of product quality assurance, including the quality-related aspects of materiel release, testing, reliability and maintainability
  • Assures that quality is considered in the engineering design of the system and components.
  • Responsible for ensuring that adequate and timely direct support is provided
  • Establishes policies relative to the overall objectives of quality assurance programs for assigned system(s) to obtain maximum effectiveness in coordination, control, quality and cost.
  • Successfully supports quality assurance of numerous Team C5ISR, CECOM, Program Executive Offices (PEOs)/Program Managers (PMs) Department of the Army and intra-service production and RandD programs.
  • Serves as principal coordinator between Government supporting installations, DLA activities, and industry to correlate results of investigations and operations on matters pertinent to quality assurance programs.
  • Technical assistance and decisions on such problems as capabilities of contractors.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Assures that QA material release certificates are prepared.
  • Assures that corrective actions are effective to maintain and improve fielded systems performance, operations and systems costs are reduced and that production quality controls are established and maintained.
  • Establishes and adjusts priorities to meet higher level program milestones; and evaluates results.
  • Implementing requirements in acquisition strategies, DLA activities, contractual requirements and limitations, funding considerations, and revisions to schedules and program plans.

    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
    • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
    • This position requires Level 3 Certification in the Acquisition Field of Production, Quality and Manufacturing within 24 months of entrance on duty.
    • This is a Critical Acquisition Position. Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
    • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement)
    • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
    • This position requires a two year probationary period.
    QualificationsCandidates will be selected to serve as a Branch Chief in the following branch:

    Quality Engineering & Product Assurance Branch, Engineering and Systems Integration Directorate, Fielded Systems Engineering, Systems and Supportability Engineering Division
    DUTY LOCATION: Aberdeen Proving Ground, MD

    The individual will be responsible for quality assurance responsibilities including oversight of research, development, production and maintenance of products, systems, equipment, initiatives and programs within the Team C5ISR community. Will serve as principal advisor on all matters of quality assurance, materiel release, testing, reliability and maintainability; develop, plan, implement, review, and direct assigned programs that involve work in areas of considerable engineering or management difficulty and complexity and serve as principal coordinator between Government supporting installations, DLA activities, and industry to correlate results of investigations and operations on matters pertinent to quality assurance programs.

    To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience equivalent to the DE-03 pay band (GS-13 grade level or higher equivalency) in the Federal Service which includes experience in 1) Applying product quality assurance principles, procedures and techniques to complex systems. 2) Leading complex quality assurance for applied research, advanced technology and/or engineering initiatives and programs; 3) Strategic planning, programming and policy initiatives; 4) Managing resources; 5) Developing policies and procedures; 6) Implementing organization initiatives and strategic near-, mid- and long term goals; and 7) Presenting briefings at the senior level.
