This employee serves the USDA Forest Service, Southern Research Station, Forest Inventory and Analysis Program (FIA) located in Knoxville, TN.

This Program Manager is responsible for the development of a scientific research program and management of the FIA program.

Responsibilities
  • Determine most economical means of meeting scientific program objectives within fiscal and legal constraints
  • Lead strategic planning and set research priorities using innovative techniques.
  • Use analytical techniques which may be controversial or unconventional to conduct studies, evaluate results, and provide impact analyses of research strategies.
  • Develop science resource policies and programs.
  • Create partnerships with academic, governmental, or private sector groups to gain input into the research direction for a science-based organization.
  • Plan and execute long-range programs, technology transfer programs and projects of regional or national significance
  • Evaluate past research accomplishments and institute changes as necessary.
  • Supervisory duties constitute 25% or more of the work.

    Basic Requirements for Economist series (0110).

    Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
    OR
    Combination of education and experience that included 24 semester hours in course work equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. Examples of appropriate experience to qualify in the Economics series include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

    Basic Requirements for Biological Scientist series (0401).
    Successfully completed a full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    Combination of education and experience with courses equivalent to a major described above, plus appropriate experience

    Basic Requirements for Physical Science series (1301).
    Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
    OR
    Combination of education and experience - education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

    In addition to meeting the basic requirement for one of the series listed above, you must also possess experience in the amounts listed below.

    Specialized Experience Requirements:
    GS-15: One year of specialized experience equivalent to at least the GS-14 grade level in the Federal service. Specialized Experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
    To qualify for this position at this grade level, experience in your resume must include all of the following:
    • -Leading a program of scientific research for a multifaceted natural resource or land management related organization including research planning, implementation, and results dissemination including science delivery;
    • -Analyzing and implementing new methods or techniques to solve national and regional scale management and organizational problems with unprecedented or novel aspects related to natural resources management, leadership and science delivery; and
    • -Building effective partnerships across diverse organizations including federal, state, local, and tribal government agencies, industry, non-governmental organizations, and academia.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
