The Financial Management and Contracts Branch of the Administration Division invites candidates with strong math, analytical, and supervisory skills and experience to direct and oversee the work of analysts in managing the state operations budget of the California Department of Social Services. Candidates for this position must demonstrate: strong presentation (both oral and written) skills; the ability to adapt/react quickly to change; and qualities of a strong motivational team leader. Candidates likely to be successful in this position will have at least a Bachelor of Arts/Science degree preferably in business, math, statistics, finance, or science as well as prior experience in an analytical capacity. Experience with state operations budgetary matters is also beneficial.

Under the general direction of the Staff Services Manager III or the Staff Services Manager II, the Staff Services Manager I (SSM I) is responsible for planning, organizing, and directing the work of one unit which prepares all budgetary matters relating to the state operations of assigned divisions and programs of the Department which includes: overseeing the development of Budget Change Proposals; review of contracts and Legislation; preparation of material for Legislative hearings; and addressing questions from the Legislative Analyst’s Office, the Legislature, the Department of Finance, and the California Health and Human Services Agency. The SSM I supervises a staff of four Staff Services Analysts (SSAs) / Associate Governmental Program Analysts (AGPAs).


This is a 12-month limited term position and may be extended to a maximum of 24-months and/or may become permanent based on operational needs.

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50 and Highway 80.

1. Please describe your management experience, either functioning as an immediate supervisor and/or lead on a project or team. How many persons did you oversee and what was your role? Include any experience you have dealing with staffing, recruitment, coaching, mentoring, training, performance review/evaluation, project management, workload planning, etc.
2. This position requires you to present and defend the work of your unit to program partners, executive management, oversight agencies and stakeholders, such as representatives of the Legislature who have an interest in welfare programs. Please describe your experience making oral and written presentations to these types of audiences.
