What Will Be Your Purpose?

You will be responsible for managing the functional, business, and administrative activities related to application development, maintenance, and support of Diversified Service Option’s (Diversified) Medicare contract environment. You will be providing leadership and oversight to staff responsible for development methodology that works closely with cross-functional teams and various stakeholders, including analytics, design/user experience, engineering, and user enablement. You would have to use strong experience to work in an Agile development practice, working on core front end (React/ Angular, NodeJS) and API Development. Experience with developing solutions on the cloud or on premises. This includes the management of resources and business partners, compliance with CMS regulations and contractual obligations and the execution of IT business objectives and goals.

What Will You Be Doing?

  • Provide leadership to the IT organization responsible for technology refresh and building of new products on premises and on the cloud using react, node, mongo and other cloud services (IaaS, Paas, Saas) solutions. Responsible for supporting legacy application that requires supporting ongoing processes in the production environment and complying with system development life cycle and other departmental policies.
  • Responsible for innovation and end-to-end launch of products and services to support internal and external vendors. Works in an Agile environment and continuously reviews the business needs, refines priorities, outlines milestones and deliverables, and identifies opportunities and risks.
  • Complies with development and security standards using documented life cycle processes.
  • Collaborates with business partners, technical consultants, IT suppliers and vendors, and business areas to accomplish business objectives.
  • Provides effective leadership, initiates action, and removes barriers that prevent progress.
  • Identifies, recommends, and resolves issues and barriers.
  • Keeps management informed of issues and progress toward solutions.
  • Maintains up-to-date knowledge of new technologies, software and development tools; maintains knowledge and understanding of CMS requirements, strategies and technology plans.
  • Defines, develops, and implements controls and metrics.
  • Develops budget and manages the department's costs and resources.
  • Works in partnership with the IT Infrastructure provider & Information Security teams.
  • Participates in resource planning, coaching, development of staff, and performance management.
  • Manages resources and ensure the development of high quality, technical solutions to meet business problems.
  • Creates, plans, and executes strategy.
  • Produces estimates for IT initiatives and ensures IT deliverables meet service level agreements, contract requirements and project timelines.
  • Manages and continuously improves IT processes.
  • Ensures effective quality and management control procedures are in place and tested.
  • Interacts and manages relationships with IT business partners, with CMS, data centers, internal customers, and other business partners to maximize business effectiveness and meet contractual obligations for system processing.
  • Manages internal and customer relationships, ensures staff understands the customer needs and manages to those needs while balancing performance expectations.
  • Maintains effective relationships with internal and external business partners.
  • Provides constructive feedback and proactively address conflict.
  • Works effectively and respectfully with all levels of management.
  • Influences, interacts, and communicates collaboratively.
  • Shares information and perform necessary follow-up to ensure stakeholders are well informed.

What We Prefer?

  • Master’s Degree in Information Technology (or related field)
  • Proficiency in the development of IT project documentation and project artifacts
  • Medicare or other healthcare industry knowledge or experience

What You Must Have?

  • Bachelor’s degree in related field
  • 5+ years related work experience. This includes 4+ years’ direct supervisory/project management lead or other leadership experience. Incumbent must have experience leading or managing software development teams, ideally with hands-on architectural or distributed systems experience and experience architecting and designing (architecture, design patterns, reliability, and scaling of new and current systems
  • Strong understanding of cloud-based solutions (PaaS, SaaS, IaaS) Excellent interpersonal, written, and verbal communication skills.
  • Proficient in Visio, MS Project, Word, PowerPoint, Excel
  • Understanding and knowledge of Java, REST API, React, MongoDB, HTML5, CSS, JavaScript, Angular/React, NodeJS, User Centric Design principles and API management
  • Knowledge about API design standards, patterns and best-practices especially Swagger and OpenAPI 3.0, REST, SOAP, MQ, JSON
