POSITION SUMMARY
MELE Associates, Inc. is seeking to add a Senior Security Specialist to our National Security and Intelligence team, supporting a key Department of Energy (DOE) customer. The successful candidate will be responsible for a variety of security related tasks, including providing training and technical support, verifying personnel clearance status, reviewing security related documents, and more. The position will be in Washington, D.C. for the DOE’s National Nuclear Security Administration (NNSA). This position is full-time and contingent upon contract award.
ESSENTIAL FUNCTIONS
The Senior Security Specialist will be responsible for a variety of multifaceted security functions including providing technical advice and guidance for day-to-day operations, keeping personnel up to date with current security procedures, as well as ensuring ongoing compliance with government orders and directives. Essential duties may include:
- Manage and monitor the security program for the NNSA Office Defense Nuclear Nonproliferation Research & Development (DNN R&D) to safeguard information and material.
- Collaborate with NNSA’s Security Operations division, Office of Cyber Security, Information Technology Operations, Office of Technical Guidance and the Office of Information Management for up-to-date security policies and procedures to manage the federal client’s programs and operations.
- Address questions and provide guidance in determining techniques concerning efficiency and effectiveness of security processes and operations to support designated programs and accomplish organizational objectives.
- Provide training, technical assistance and guidance on security policies and procedures for the operations and implementation of the Classified Matter Protection and Control (CMPC) which includes classified computing and secure telecommunications.
- Review documents and identify if the information requires protection and designate the level of protection required.
- Facilitate security awareness training and updates.
- Interpret the Department’s Headquarters Facilities Master Security Plan, DOE Orders, Manuals and Executive Orders to develop internal standard operating procedures and guidelines for the CMPC program within the organization.
- Establish and maintain shared files for employees to reference materials on current security procedures, policies, and directives impacting the organization.
- Communicate via phone or email to internal and external inquiries on rules and regulations of information and personnel security to resolve complex issues and recommend solutions to complex situations.
- Support the US/UK international exchange forums by tracking and approving visit request, processing clearance requests and foreign national visits.
- Collaborate with Security Officer’s internally and at other government agencies for verification of collateral and Sensitive Compartmental Information clearances.
- Help develop the visual content of programmatic presentations. Create PowerPoint presentations for office staff for security training purposes.
- Liaison for DOE and NNSA annual security audits.
- Manage logistics for security related request (classified network & accounts, VIPER, STE phones, Sensitive Compartmental Investigative clearances request and Derivative and Email Classifiers training).
- Collaborate with Subject Matter Experts (SME) to respond to Freedom of Information Act Request. Consolidate response document, prepare and submit complete packages for distribution to the requester.
- Support Classified Matter Protection and Control by providing technical advice, assistance, and guidance for operations and implementation of the NNSA Headquarters Classified Matter Protection and Control Program, in accordance with DOE O 471.6 and other applicable DOE orders.
- Provide support to international exchange forums under the US/UK 1958 Mutual Defense Agreement through tracking exchanges, processing visit requests and filing reports.
- Manage exchanged documents on US/UK collaboration websites (SharePoint server hosted on Sandia external collaboration network).
- Provide assistance in exchanges with other countries, yet to be determined.
- Assist in the processing of foreign visit requests by DOE National Laboratory personnel.
- Additional duties as assigned.
MINIMUM REQUIREMENTS
- Bachelor’s Degree from an accredited university or college in a security related field.
- 2-4 years’ experience in a security specialist role.
- Active DOE ‘Q’ or Department of Defense (DOD) Top Secret Clearance with SCI.
- Alternative Derivative Classifier Certification.
DESIRED KNOWLEDGE, SKILLS AND ABILITIES
- Masters’ Degree from an accredited university or college in a security related field.
- 5-10 years’ experience with the Department of Energy.
