SPA provides multiple organizations within the Department of Defense with timely and objective assessments and recommendations that integrate technical, operational, programmatic, policy and business analysis. We focus on key clients in the undersea community including Navy’s Strategic Systems Programs (SSP), and NAVSEA program managers for the COLUMBIA Class SSBNs and in-service submarines. We work to provide integrated solutions based on information and communications throughout the chain of command to ensure clear and consistent analysis and recommendations that are aligned to strategic and leadership goals while still being executable by the working level technical communities.
SPA has an immediate need for a Senior Program Analyst located in Washington DC (Navy Yard with potential for light telework). For this position, SPA is a teammate on the Team Submarine support contract under the new SHAPM award. Team Submarine unifies submarine platform procurement activities and includes the Columbia-class SSBN program, a Major Defense Acquisition Program and the Navy’s top acquisition priority, the Virginia-class SSN program, and the new SSN-X program, developing the next generation attack submarine, bringing improved capabilities to the undersea forces. Analysts supporting Team Submarine would continue SPA’s decades of support to the SSBN force or assist in developing the design requirements for the SSN of the future. These are high-profile, major acquisition programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #CJ #IN123 Responsibilities:

The Program Analyst will provide analytic and management analysis support to undersea platform acquisition activities. They will provide senior programmatic support to the COLUMBIA Class SSBN program construction activities including specific enabling focus on build plans, resource needs, spatial planning and facilities support. The candidate will additionally provide analysis and support to the Construction team Integrated Enterprise Plan which includes focus on the key areas of build plan, resources and facilities, including bi-weekly senior level reporting on team activities, input on reports and briefing and organizes all team discussions/meetings, and quarterly engagements with the shipbuilder and reviewing shipbuilder plans to develop manpower, facilities, tooling, methods, and material resources to support construction contracts.

Qualifications: Required Qualifications:
  • Bachelor's Degree in technical or management field.
  • Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment.
  • 7+ years in program analysis, preferably on DoD acquisition programs.
  • Proficient in using Microsoft Excel to analyze and represent data for engineering or project management efforts, and in Word and PowerPoint, to communicate to decision makers.
  • Experience managing major construction project.

Additional Qualifications Desired, but not required:

  • Civil Engineering Degree and/or experience as a civil engineer or in a military service Civil Engineering Corps.
  • Experience working on submarine or undersea related programs.
  • Experience with Defense Acquisition System DoD 5000 series and Navy or DoD program planning, and/or understanding of the Navy requirements and program office organizations and processes.
