The Judicial Council of California is accepting applications for the position of Senior Facilities Analyst, Real Estate for the Facilities Services office.

The Senior Facilities Analyst, Real Estate is responsible for leasing (space, parking, storage, etc.), and property acquisitions and dispositions to support the judiciary’s real estate needs. Individuals in this position are responsible for the due diligence, negotiation and documentation of the purchase, sale, lease, and sublease of real property, and also prepares and presents policy and process documents. Preparation of policy and process documents involves knowledge of judicial branch contracting policy, working with other staff, attorneys, and various oversight committees in order to secure internal approvals. The Senior Facilities Analyst has the experience and ability to provide lead direction in order to implement real estate related initiatives (revenue enhancement, cost reduction, etc.) in support of judicial branch facility operations.

The Senior Facilities Analyst, Real Estate works independently with moderate to limited supervision. This position interfaces with Judicial Council of California (JCC) staff, judges, court executive officers, court staff, county administrative officers, county staff, real estate brokers, appraisers, surveyors, title officers, escrow officers, and members of the public.

The successful candidate may be expected to work in the San Francisco or Sacramento office. Hybrid work schedule (in-house/remote) for 2022.

Responsibilities
  • Represents the Judicial Council in negotiations for space agreements including lease agreements (Note: Judicial Council is both a tenant in third party owned properties, and a landlord/lessor in state owned properties):

    • Engage local court or internal management to determine space requirements and analyze court and Judicial Council space needs.

    • Review court occupancies and ensure all court third-party occupants are identified.

    • Research local real estate market rental rates, vacancies. Tour properties.

    • Lead negotiations with property owner, real estate agent, property manager, landlord or tenant for new leases or renewals.


  • Represent the Judicial Council in property acquisitions:

    • Review capital project parameters, collaborate with internal project team (Project Manager, Planner, CEQA analyst).

    • Engage local court and Project Advisory Group in discussion regarding prospective new courthouse sites.

    • Research local real estate market and tour prospective sites.

    • Conduct real estate due diligence

    • Negotiate terms for sales agreements; draft sales agreements and related real estate documents (easements, deeds, etc.).

  • Represent the Judicial Council in property dispositions:

    • Negotiate for the sale or lease of vacated facilities; draft agreements and related real estate documents (easements, deeds, etc.).

    • Research and prepare briefing documents to obtain internal approvals (management, committee, Judicial Council of California) for permanently vacated judicial branch facilities.

  • Special projects:

    • Manage special projects as they relate to court needs or the uses of Judicial Council space. Includes reviews of existing transfer or acquisition documents, preparation of new agreements, coordination with internal teams as well as affected courts.

    • Assist in preparation of the budgets for the Real Estate unit including due diligence costs, rent issues, land acquisition funds on capital projects.

    • Manage amendments to the Transfer Agreements (TAs) or Joint Occupancy Agreements (JOAs) as a result of a property exchanges, to correct any miscalculations or to change an exclusive use of space from the existing Transfer Agreements or Joint Occupancy Agreements.

    • Enter Memorandum of Understanding, Permits or other agreements as a result of specific negotiations related to Judicial Council spaces.

    • Preparation of various briefing documents, reports, policy documents, and make presentations.

    • Contribute to the design, testing, documentation and implementation of various new and updated systems and procedures within the Judicial Council of California.

Qualifications

Bachelor’s degree, and four (4) years of professional experience in providing analytical and technical support to facilities management. Possession of a bachelor’s degree in a directly related field such as environmental science, biology, engineering, real estate, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field such as architecture, civil engineering, or construction or building management, and one (1) year of experience in providing analytical and technical support to facilities management.

OR

One year as a Facilities Analyst, in the assigned field, with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of Facilities Analyst in a California Superior Court or California state-level government entity.

LICENSING AND CERTIFICATIONS

  • Valid driver’s license, as assigned.
  • Environmental management certifications, as assigned.
  • Current California Real Estate Sales Associate or Broker’s license, as assigned.
