This position is located in the Payments Section of the Financial Services within the Pension Administration of the United Nations Joint Staff Pension Fund (UNJSPF) in New York. The incumbent reports to the Chief of Unit, under the overall supervision of the Chief of Section. The Payments Section manages monthly payroll for the UNJSPF periodic benefits, updates cost-of-living adjustments, and administers returned payments and Accounts Payable.

ResponsibilitiesWithin delegated authority, the Senior Accounting Assistant will be responsible for the following duties:

  • Analyses complex and/or unusual accounting transactions and difficult claims for invoices, entitlements etc. Makes recommendations to Chief of Unit/Section on appropriate follow-up procedures.

  • Reviews and reconciles various clearing accounts to ensure appropriate balances. Investigates erroneous/invalid entries and takes appropriate corrective accounting action.

  • Audits various accounting transactions, e.g., payroll, cost-of-living adjustment, accounts payable, miscellaneous payments, etc., to ensure correctness of disbursement computations and adherence to relevant rules, financial regulations, ST/AI issuances or practices.

  • Reviews completeness of reports and consolidates the various accounts on a periodic basis.

  • Prepares worksheets and analyze accounts. Assists in the preparation of financial statements for various purposes.

  • Approves payment and journal vouchers for various claims/payments, e.g., payroll, cost-of-living adjustment, accounts payable, miscellaneous payments, etc., ensuring compliance with relevant rules and control procedures.

  • Provides guidance and training (including the preparation of training materials) to staff with respect to transaction processing and the use of various systems such as IPAS, BI Dashboard, Oracle, CRM system.

  • Supervises other general service staff when required.

  • Drafts/prepares memoranda and responds to queries by participants, beneficiaries, internal and external auditors.

  • Performs other duties as may be required.

Education

High school diploma or equivalent.

Work Experience

A minimum of ten years of experience in accounting, finance or related area.
Experience in pension-related fields is desirable.
Experience in preparing international (SWIFT) payments is desirable.
At least three years of experience in multi-currency payroll processing is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment

The UNJSPF is an inter-agency body established by the United Nations General Assembly in 1949. The Pension Fund pays benefits in 15 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 130,000 participants who work in the 25 Member Organizations of the Pension Fund. In accordance with the Regulations of the United Nations Joint Staff Pension Fund (UNJSPF) (the “Pension Fund”), the Chief Executive of Pension Administration (CEPA) is responsible for the administration of the Fund, under the authority of the UNJSPF Board (the “Pension Board”).

The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources
procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat.

Any candidate from a member organization of the UNJSPF applying for this post is considered as an internal candidate provided he/she has been appointed through the appointment and promotion procedures applicable in his/her respective organization.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
