Job Responsibilities:

Functional Responsibilities: Program Managers are responsible for the cost, schedule, and performance of a program or function or collection of programs or functions at one or more company or customer locations. Program Managers direct the efforts of administrative and professional staff in carrying out the tasks necessary to meet program milestones. Program Managers manage people and other resources to accomplish the tasks necessary to complete the program, project, or function on time and within the specified cost parameters. Program Managers identify potential risks that might disrupt or delay performance or increase costs, develop and implement sound risk mitigation strategies, and monitor overall risk levels. Program Managers communicate orally and in writing with all levels of company and customer staff and management, preparing and delivering high-quality oral presentations and briefings and clear, concise, and accurate written reports. Program Managers participate in or lead various performance improvement programs and initiatives consistent with the customer’s objectives.

Specific Duties: The International Policy (International Security Cooperation) and Foreign Military Sales Specialist supports the Space Domain Awareness Division and the Advanced SDA Capabilities and Data Portfolio by conducting research, performing analysis, and developing documents to define and execute international security cooperation sharing agreements in support of Foreign Military Sales that enhance US and coalition Space Domain Awareness (SDA) capabilities. The position interfaces with Intelligence Community (IC) and Department of Defense (DoD) organizations, policy representatives, senior leaders, and international partners, and assists the Government to assess foreign partner capabilities and identify potential contributions to the SDA mission area. In addition, the International Policy and Data Sharing Agreement Specialist advises the Government on security concerns and impacts of data sharing and the execution of international data agreements.

The International Policy (International Security Cooperation) and Foreign Military Sales Specialist works with USSF and Space and Missile Systems Center (SMC) International Affairs offices to develop, staff, and track international security and Foreign Military Sales agreements and provides critical programmatic support to the Portfolio enabling data sharing with the National Space Defense Center (NSDC), the Combined Space Operations Center (CSpOC), the Distributed Space Command and Control-Dahlgren (DSC2-D), and other Battle Management Command and Control (BMC2) systems acquired and sustained by the Space Domain Awareness Systems Division (USSF SMC/SPG). Duties include, but are not limited to:

  • Support the Space Domain Awareness (SDA) Division to advance SDA data-sharing partnerships with foreign partners
  • Provide research, perform analysis, and advise the Government by making recommendations during policy development, the definition of sharing initiatives, and execution of agreements
  • Inform leadership on engagement activities and recommended decisions
  • Draft, coordinate, and edit policy documents, memos, correspondence, and data sharing agreements
  • Develop international data sharing documentation and training materials in support of external DPMO engagements
  • Provide input and feedback to support continuous improvement to all Advanced SDA international partnership activities
  • Conducts market research and disseminates trade information and materials on government products and services to U.S. businesses and associates
  • Counsel current and potential U.S. exporters to inform international data sharing agreements
  • Analyze and interpret existing foreign and US DoD and IC data sharing policies
  • Support all functional and programmatic aspects of the Government’s ongoing work to evolve current Data Analytics, Advanced SDA Capabilities, & Data Portfolio capabilities to meet evolving mission requirements
  • Occasional travel to CONUS and OCONUS locations upon government direction
  • Other duties as required/requested by the Government within the constraints of the S3 contract

Minimum Qualifications:

  • B.S or B.A. with 5 years of experience supporting DoD or IC programs
  • Demonstrated experience developing international policies and data sharing agreements
  • Demonstrated experience in Foreign Disclosure policy
  • Demonstrated experience developing government security documentation including security classification guides, program protection plans, or similar
  • Demonstrated experience recommending identifying policy challenges and recommending mitigations to agency leadership regarding foreign partner engagement
  • Demonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors, working in a highly dynamic environment
  • Self-motivated with the ability to work independently as well as part of a team
  • Exceptional written and verbal skills; ability to communicate and collaborate effectively with internal and external clients
  • Current TS/SCI eligibility, amenable to polygraph

Preferred Qualifications:

  • M.S. International Relations, Foreign Affairs, Political Science or a related discipline with 10 years of experience
  • Demonstrated experience in international affairs, foreign policy, or other fields that engage with foreign governments
  • Familiarity with Space Domain Awareness Data

This position is located in Colorado Springs, Colorado. Work is performed at Peterson AFB, CO with up to 25% travel.

Odyssey Systems has an exciting new opportunity for a Space Domain Awareness International Policy (International Security Cooperation) and Foreign Military Sales Specialist supporting the Space Domain Awareness (SDA) Division in the US Space Force, Space and Missile Systems Center’s Special Programs Directorate.

The Space Domain Awareness Division (USSF SMC/SPG) executes system acquisition and sustainment program management, sustaining engineering, maintenance and supply support, and modification execution for ground-based Space Situational Awareness (SSA) sensors and command and control (C2) systems.

Odyssey Systems provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration. These tasks are executed laterally with SYG depot and development contractors, and with SSA stakeholders.
