Overview: Oasis Systems has an exciting opportunity for a Scheduler (Project Manager), SME located at Wright Patterson AFB, Dayton, OH. The Scheduler will provide support to the F-15 Division. The F-15 Division is responsible for management and professional services, engineering and technical services, and studies, analyses and evaluations to accomplish the unit’s mission to design, develop, integrate, test, produce, deploy, modernize, sustain and support U.S. and FMS F-15 fighter aircraft weapon systems and subsystems.

EDUCATION:
- Advanced Degree (Master of Arts (MA)/Master of Science (MS)) and 12 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD.
- OR, BA/BS degree, and 15 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.
- OR, 20 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, 8 of which must be in the DoD.

- Possesses the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, possess the ability to perform tasks and oversee the efforts of junior and journeyman personnel within the technical/professional discipline. Will demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface).
QUALIFICATIONS/SKILLS:- The Contractor shall demonstrate expert-level proficiency in scheduling tools including, but not limited to, Microsoft Project.
- The Contractor shall have a MA/MS Degree in Systems or Program Management.
RESPONSIBILITIES:- The Contractor shall apply a full range of acquisition program management philosophy, policies, and procedures, to perform a wide range of acquisition management activities in support of the existing and future F-15 Division aircraft programs.
- The Contractor shall have an understanding of current DoD and AF-specific acquisition regulations, guidelines, and processes.
- The Contractor shall support the acquisition program management of full life cycle requirements, subsystems and equipment. The Contractor shall write approved milestone documentation.
- The Contractor shall assist with the development of documents, such as, but not limited to, Memorandum of Agreements (MOAs), Memorandum of Understandings (MOUs), Statements of Objective (SOOs), PWSs, Statements of Work (SOWs), Requests for Proposal (RFP), Mission Needs Statements, Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD), Capability Production Documents (CPD), Milestone Documentation, Analysis of Alternatives (AoA), and Rapid Fielding Requirements Documents (RFRD).
- The Contractor shall support the review of proposals as assigned by the Government. The Contractor shall assist with the following coordination of documentation between functional resources, including but not limited to, financial, management, procurement, engineering, and logistics) and assist with the consolidation of their inputs into common documents, and planning for the accomplishment of various program milestones.
- The Contractor shall participate in process improvement activities as members of, or advisors to Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups.
- The Contractor shall assist in the collection of programmatic inputs from weapons systems program offices for defining, developing, and managing the acquisition and development/upgrades to the various USAF and FMS F-15 aircraft configurations.
- The Contractor shall perform, as required, a non-voting, advisory role for program source selections on all acquisition-related requirements.
- The Contractor shall assist in determining program progress, effectively communicating recommendations orally and in writing to higher organizational management.
- The Contractor shall apply program knowledge for developing and coordinating responses to Senior Officer Communication and Coordination Electronic Resource (SOCCER) taskers in response to internal and external program inquiries.
- The Contractor shall support key acquisition events and reviews as needed, such as: System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), Production Readiness Reviews (PRR), milestone documentation development, and others as applicable.
- The Contractor shall assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities (including system-of-systems and families-of-systems), systems, subsystems, and equipment.
- The Contractor shall apply knowledge and experience in acquisition program management philosophy, policies, and procedures to DoD, USAF and sister service systems, subsystems, and equipment procurement activities, including prime mission equipment and Support Equipment (SE), post-award project/program management tasks, and acquisition programs throughout their life cycles.
- The Contractor shall assist in producing or reviewing products for program office use that include business case analyses, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans.
- The Contractor shall provide milestone documentation support for documents defined in DoDI 5000.02 and as tailored by the program office and milestone decision authority. The Contractor shall provide a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation. The Contractor shall provide inputs, draft, coordinate (with the appropriate F-15 Division programs and other Government agencies), adjudicate comments, and produce final versions of coordinated milestone documents and assessments. The Contractor shall develop and collect technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval.
- The Contractor shall support the development of contract strategies, Work Breakdown Structures (WBS) and the completion of a program risk assessment to document issues impinging on milestone execution.
- The Contractor shall provide support to develop market survey requirements, Life Cycle Support Plans (LCSP) and life-cycle cost estimates. The Contractor shall support the development of executive briefings, and scheduling and coordinate through appropriate USAF and Government stakeholders. The Contractor shall update the briefings and document meeting minutes.
- The Contractor shall perform analyses to support program strategy decisions and courses of action.
- The Contractor shall support the development, review, and approval process for requirements document development and the Joint Capabilities Integration and Development System process and staffing.
- The Contractor shall assist in translating user requirements documents such as the CDD/CPD and Concept of Operations (CONOPS) into RFP documentation for the F-15 Division.
- The Contractor shall support Commander/Director Action Group processes including but not limited to, Monthly Acquisition Reports, Defense Acquisition Executive Summary (DAES), and Selected Acquisition Reports. The Contractor shall provide programmatic support for the using commands’ requirements and planning councils or similar requirements review processes.
- The Contractor shall provide technical support, plan for, coordinate, and participate in integrated program reviews and conferences, including, but not limited to, executive, readiness, technical, budget, design, weapon system, resource, requirement working groups, supportability, and management reviews. The Contractor shall support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed. The Contractor support shall include the management of the action item process following each review.
- The Contractor shall assist in the review and analysis of prime weapon system and subcontractor Earned Value Management (EVM) systems.
- The Contractor shall provide support to process and complete AF Form 1067, Modification Proposal, activities. Effort includes logging, assigning review responsibilities, tracking completions, providing responses to the using command, and archiving results.
- The Contractor shall provide support to the directorate/division self-assessment program. Duties include, but are not limited to, preparing for the inspection, distributing checklist information to the checklist Points of Contacts (POC), developing and maintaining a checklist tracking and reporting system, monitoring checklist completion status, and recommending corrective actions.
- The Contractor shall have knowledge of OFP software development and testing processes, interpreting user requirements, and a thorough understanding of the Multi-National Fighter Program cost sharing process. The Contractor shall manage risk, cost, schedule, and performance of various OFP development efforts in a program management support role.
- The Contractor shall provide support for strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) to develop and coordinate a reporting framework for event-based activities during the work efforts.
- The Contractor shall develop, analyze, and maintain a master integrated program schedule from concept exploration to fielding a system.
- The Contractor shall employ networking software tools and capabilities to support lower tier schedule networking, network statistics usage, generation of network graphics, assignment of realistic durations and relationships to network elements.
- The Contractor shall evaluate and assess Contractor proposed schedules against Government schedules; integrate Contractor and Government schedule data with the F-15 Division schedule databases.
- The Contractor shall conduct probabilistic and deterministic risk assessments on both Contractor and Government schedules by performing a Schedule Risk Assessment (SRA) using Monte Carlo simulation-based software.
- The Contractor shall utilize various types of scheduling software for recurring assessment of schedule networks.
- The Contractor shall advise/mentor program schedulers to develop and implement schedule strategy across the F-15 Division.
- The Contractor shall be completely autonomous and well versed in Secretary of the Air Force for Acquisition (SAF/AQ) and AFLCMC scheduling processes, able to perform at an acquisition scheduling expert level and provide technical guidance and advice to the Government PM and PEO.
- The Contractor shall consult with the Government to define issues/tasks and recommend solutions. The Contractor shall work with the technical team to derive scheduling tasks and requirements, brief the schedule to the Government PM/PEO, and follow up to close any action items.
- The Contractor shall be an expert in use of Milestones Professional ® (MSP) and be able to link data with MS Project to generate pictorial representations/summaries of detailed schedules for senior management reviews.
- The Contractor shall have the ability to understand, use, and interpret Deltek Open Plan Professional (OPP) output, including input formats, scheduling logic, project float and critical path analyses/summaries, as well as other OPP reports outputs, and expert knowledge/use of the National Defense Industrial Association Planning and Scheduling Excellence Guide, Published Release v2.0, or later edition to guide all IMP/IMS work.
- The Contractor shall advise and assist the Government in the development of weapon system program execution strategies to achieve capability outcomes as documented in the program acquisition strategy document and acquisition program baseline. The Contractor shall provide technical advice to the Government PEO, PM and senior staff on mission critical scheduling challenges and assist in developing recommendations for improvement, mitigation, or avoidance of such challenges.
- The Contractor shall apply demonstrated practical experience to develop, analyze, and maintain an IMP/IMS. The Contractor shall apply demonstrated experience with complex, high visibility, high-tempo programs, to include the applicable DoD and USAF scheduling regulations and requirements relative to various phases of the program.
- The Contractor shall apply in-depth experience in scheduling and project control best practices to assist the Government in the use and development of metrics, data collection and tracking tools, and schedule input to assess the health of the IPTs throughout the assigned program. The Contractor shall apply DoD acquisition procedures, analytical methods and techniques to gather, analyze, and evaluate information required by program/project managers, customers, and DCMA. The Contractor shall identify and analyze the critical path to milestones and events and provide the results of the analysis and any risks associated with the critical path to the Government. The Contractor shall develop, report, and maintain schedules and metrics that are needed to track F-15 modernization and sustainment programs status.
- The Contractor shall apply a working knowledge of EVM principles in order to evaluate and report program health and status. The Contractor shall accurately advise the Government PEO, PM, senior staff, and integrated product teams on weapon system contractor quality, health of the schedule, and analysis of EVM relative to the schedule baseline.
- The Contractor shall arrange and support various program actions such as meeting attendance; meeting minutes; milestone planning, tracking, and scheduling; briefing preparation; staff coordination; risk management plan and strategy development and integration; and decision documentation preparation.
- The Contractor shall be an expert in developing and manipulating large, complex schedules using MS Project (e.g. schedules exceeding 10,000 lines).
- The Contractor shall be an expert in the knowledge of MS Project, capabilities, features, application and representation of advanced project management concepts within MS Project to allow for comprehensive strategy and schedule analysis.
- The Contractor shall conduct high-level strategic analysis of schedule predictions to inform program leadership up to O-9 general officer level.
