    DutiesSummary

    This position is located in the Division of Administration, Corporate Services Branch, Facilities Operations Section, HQ of the Federal Deposit Insurance Corporation and provides support policy development, management, administration and implementation of FDIC's Health, Safety and Environmental (HSE) programs, including Pandemic Influenza, Business Continuity and Emergency Response Plan.


    Responsibilities

    • Leads FDIC in the design, development and implementation of corporate-wide occupational safety and health programs and systems
    • Identification, analysis and resolution of workplace hazards.
    • Conducts accident and incident investigations, and complaints alleging unsafe/unhealthy working conditions. Duties include, reviewing first reports of injury (i.e. OSHA 301), accident/incident reports, drafting accident/incident reports and hazard abatement reports, and analysis of injury and illness trends and rates.
    • Conducts in-depth analyses of injury and illness trends and rates, and creates summary reports with recommendations as appropriate in order to advise FDIC management of changes to existing safety and health policy and procedure.
    • Reports the results of FDIC's safety and health programs to senior FDIC leadership, and the Secretary of Labor.
    • Serves as oversight manager for health and safety contracts and inter-governmental agreements, and serves as a technical monitor on various construction and facilities-related contracts.

    Qualifications

    Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.     To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience in the management of an agency-wide environmental and occupational, safety and health program, specifically related to policy development and implementation; risk analysis; injury and illness reporting and record keeping; safety and health training at all levels of the organization; accident/incident investigation; business planning and resource allocation; program evaluation and working with management on sensitive issues.

    • Ability to collect and analyze disparate date sources in order to identify injury and illness trends, establish key performance indicators, and evaluate program effectiveness.
    • Knowledge of contracting policies and procedures in order to administer contracts pertaining to occupational health, safety and environmental programs.
    • Ability to communicate orally and in writing, and ability to convey technical and complex information to senior management officials, employees and contractors.
