The Washington State Department of Corrections is seeking a qualified and forward-facing team member who can review the Department’s current risk register and offer ideas to reduce current and potential risk. As the RMD, you would be the point of contact for the internal auditor, attorney general lawyers, litigation/safety, occupational nurses, and other critical stakeholders on a weekly basis. You would be the subject matter expert regarding the Department’s policies and have a vital role of reviewing from a risk perspective and providing critical feedback.
Something you may enjoy is the travel and the interactions involved with the process. This position allows for a great deal of visiting prisons, work releases and conducting ride alongs with Community Corrections Officers, assessing risk and suggesting changes. We are seeking a team member who would be a change maker in ensuring key risk concerns are brought forward to the Chief of Staff, Deputy Secretary and Secretary of the DOC.

Duties

As a Risk Mitigation Director (RMD), some things you may enjoy performing could include:
  • Work collaboratively with the Litigation Administrator, PREA Coordinator, Audit Director, Health Services Quality Care Management Medical Director, and Office of the Correctional Ombud’s Liaison to understand the Departments current litigation/investigations and review for corrective action plans to mitigate or correct the noted risk.
  • Manage and collaborate with the Executive Strategy Team (EST) to implement procedures or processes that would help reduce the risks in the future and consult on programs and policies.
  • Report to the EST on the corrective action plans, and progress monthly.
  • Advise on safety and risk mitigation requirements and resources, and on strategies to avoid loss and protect employees from injuries and accidents.
  • Plan, lead, organize, and coordinate agency-wide risk management activities.
  • Assume the role of the Department’s spokesperson at Statewide Risk Management, and the Governor's office regarding the Department's results and status of EO 16-06.

Qualifications

What we need (Required Qualifications):
  • The Juris Doctor degree (J.D.), Doctor of Jurisprudence degree (D.Jur. or DJur), law degree from an accredited institution whose accreditations is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or foreign equivalent.
AND
  • A minimum of five (5) years direct relevant experience, including administering risk management, risk analysis, or similar programs.
AND
  • Professional experience as a Risk Manager or similar position for a large organization with responsibilities for enterprise risk management, identification of risks and risk trends, development of loss prevention strategies, providing advice and developing strategy on managing tort liability and lawsuits. Experience gained in a public agency environment is preferred.

  • Knowledge of principles, practices and methods of risk management and asset protection.
  • Knowledge of the methods of research and analysis of risk management.
  • Ability to recognize, detect and resolve complex risk management issues.
  • Ability to understand, interpret and apply specific risk management policies and procedures, as well as applicable federal and state regulations, insurance, loss protection and control methods, statistical analysis, and record keeping principles and practices.
  • Ability to create and maintain good working relationships through excellent communication and team building skills; including the ability to engage successfully with both internal and external contacts and the public.
  • Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources.
  • Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.
  • A professional level of expertise in multiple areas and demonstrated use of high-level discretion and judgment in execution of duties.
  • Highly confidential and able to handle difficult situations with diplomacy and tact. Ability to manage and maintain simultaneous, transitional, and emerging priorities.

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
