Position Summary

Oversee and coordinate Right-of-Way activities including title, appraisal and real property acquisition; implement program goals and objective and perform a variety of administrative, professional and technical task in support of assigned area of responsibility.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor's degree from an accredited college or university with in business administration, or real estate; and

Five (5) years of right-of-way experience; and

To include two (2) years of supervisory experience.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.

Possession of a City Operator's Permit (COP) within 6 months from date of hire.

Preferred Knowledge

  • Principles and practices of real estate law, appraisal and acquisition
  • Principles and practices of program development and implementation
  • Basic procedures, methods and techniques of budget preparation and control
  • Principles and practices of supervision
  • Methods and techniques of negotiation
  • Methods and techniques of surveying, land measurements and preparing legal descriptions of property
  • Modern office equipment including computers
  • Pertinent Federal, State and local laws, codes and safety regulations

Preferred Skills & Abilities

  • Coordinate and direct City right-of-way appraisal acquisition programs
  • Supervise title, appraisal and acquisition functions
  • Negotiate with appraisers and project managers for City real property acquisition
  • Interpret and explain City policies and procedures
  • Prepare and administer right-of-way program budgets
  • Prepare easement, license, and contract documentation
  • Allocate limited resources in a cost effective manner
  • Operate office equipment including computers
  • Respond to requests and inquiries from the general public
  • Communicate clearly and concisely
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Perform the essential functions of the job with or without reasonable accommodation
