Responsibilities

Basic Purpose

Manages the preparation of regulatory earned rate of return, earnings sharing calculations and revenue requirement calculations in compliance with regulations and Commission directives for state and FERC jurisdictional filings. Manages fuel and purchased power recovery mechanisms and required filings. Manages the completion of various state and FERC reporting requirements. Manages the accurate and timely preparation of regulatory statements, adjustments, analyses and supporting testimony in compliance with all regulatory regulations and requirements.

Essential Duties and Responsibilities

Manages the preparation of earned rate of return and revenue requirements calculations in support of state and FERC general rate case filings including statements reflecting normalizations, cash working capital lead/lag studies, testimony and management analyses.

Delivers communication to all levels of management, pertaining to regulatory filings and regulatory environment.

Develops recommendations for appropriate strategies and objectives of rate case filings. Serves as a witness on revenue requirement matters before the PUCN.

Manages fuel and purchased power recovery through preparation and review of timely and accurate monthly entries, reporting, analyses, testimony and required quarterly and annual filings. Serves as a witness in the deferred energy cases.

Reviews and provides feedback to the financial planning team on the deferred energy rates included in the forecast and ten year plan.

Manages the timely and accurate preparation and review of the earned rate of return and earnings sharing calculations in support of required quarterly and annual filings.

Reviews and provides feedback to the financial planning team on the regulatory return and earnings sharing included in the forecast and ten year plan.

Oversees the preparation of various PUCN and FERC required analyses and filings.

Monitors and enforces all compliance requirements for area of responsibility.

Manages SOX sections 302 and 404 compliance initiatives to maintain and keep current all documentation of internal controls over financial reporting with no significant deficiencies or material weaknesses.

Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.

Performs related duties as assigned.


Requirements

Essential Education, Skills, and Environment

Education and Work Experience

Bachelor’s degree in accounting, business, economics, engineering, finance or related field from an accredited school and 6 or more years of related experience with at least 2 years of project management, team leadership or supervisory experience.

Candidates that do not possess a bachelor’s degree must have a minimum of 10 years of related work experience with at least 2 years of project management, team leadership or supervisory experience.

Specialized Knowledge and Skills

Demonstrated knowledge of:

  • Utility, regulatory theory and quantitative modeling.
  • Managing interdepartmental projects in regulatory proceedings.

Skills such as:

  • Analytical, interpersonal, problem solving, planning, time management, verbal and written communication, decision making, presentation, organization, project management, and interpersonal.
  • Utilization of various modeling, analytical, accounting, monitoring, or reporting software.
  • Ability to prioritize and handle multiple issues and projects concurrently.
  • Develops and maintains relationships with internal and external customers.

Equipment and Applications

PCs, word processing, spreadsheet and database software.

Work Environment and Physical Demands

General office environment. No special physical demands required.


Compensation

Annual Salary: $95,800.00 (Min) to $112,700.00 (Mid); Up to 10% Short Term Incentive Plan target opportunity at the discretion of the company. This is a non-represented position.
