The Department of Revenue is recruiting for two Research Analyst 4 positions. We are looking for motivated individuals who are detail oriented to join our Operations and Policy within the Collections and Research divisions. These positions are headquartered in our Salem office, however, the successful candidates may be eligible for telework and work from home options.

These are full-time , SEIU represented positions. This recruitment may be used to fill additional vacancies as they occur in Salem.

What You Will Be Doing

As a Research Analyst 4, you will serve as project leader to plan, design, and implement major complex analytical and statistical projects relating to the agency's tax policy and debt operations. Perform complex research studies and present findings to various audiences both internally and externally to the Division Leadership team, the Agency Director and Agency executive leadership team, the Department of Administrative Services, the Governor’s Office, the Legislative Revenue Office, and the Legislative Fiscal Office. This position develops and analyzes quantitative and qualitative descriptive information and provides technical consultation regarding the effects of the agency's enforcement and administrative activities. The reports and technical expertise provided from these studies inform and guide State general fund revenue forecasts and DOR administrative actions.

Below is a sampling of job duties. It is not meant to encompass all duties.

  • Plan, design, lead, and implement complex analytical and statistical projects relating to the agency's tax policy and debt collection operations.
  • Write and oversee the use of computer report generator language and uses software packages to construct simulation models, produce statistical analysis, and to retrieve, edit, and tabulate data from various databases and files.
  • Plan and lead both one-time and recurrent projects, studies and analyses.
  • Present study and analysis findings to agency leadership and external policymakers within the state both orally and in writing. Recommend policy and operational changes based on research analysis results.
  • Present technical reports and narrative summaries to a lay audience both verbally and in writing using tabular, graphic, or pictorial forms to inform the audience. These reports will include comprehensive interpretive statistical information that includes research methods, data sets, data collections, data trends, and conclusions.
  • Provide technical consultation verbally or through written responses to requests for statistical information and analysis from agency personnel, other agencies, business groups, legislative bodies, associations, and the public.

Working Conditions

  • May be required to work overtime to ensure project completion under difficult deadlines, typically during legislative deadlines
  • Requires high level of concentration for extended periods while using a computer.

This Is What You Need To Qualify
A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.

In addition to the above requirements, this position requires the following:

  • Experience using advanced statistical or quantitative analysis computer applications
  • College-level course work in advanced statistics or quantitative analysis that includes such methods as multiple regression, factor analysis, analysis of variances, and discriminate analysis

The ideal candidate will possess the following desired skills and attributes:

  • Expert knowledge of highly technical areas such as advanced economics and statistics and software used to build models and conduct statistical research analysis.
  • Excellent critical thinking skills.
  • Time and personal (self) management skills to take on both short-term and long-term ongoing projects.
  • Excellent written and oral communication skills.
  • Must be proficient in public speaking and able to articulate when delivering research results to advanced audiences.
  • Excellent ability to use data and visuals to analyze and communicate complex topics to laypersons.
  • Excellent ability to utilize and modify data analytics software such as SQL, SAS, MATLAB, EViews and TARDIS.
  • Experience using research conclusions to develop recommend policy actions and project results.
