Regional Director-Homeless Services

SUMMARY: The Regional Director is responsible for providing leadership and overall administration and management of the rapid rehousing and permanent supportive housing services provided by St. Vincent de Paul CARES throughout their geographic area of responsibility to ensure program effectiveness and quality care. This includes programs supported through Federal, State, local, and private resources, and programs targeting specific subpopulations including Veterans, non-veterans, and families. This position oversees operations, service delivery, adherence to best practices and the housing first philosophy, and collaboration with community partners. The Regional Director supervises Operations Managers for RRH and PSH programs. This position plays a significant role in the implementation of new programs, leading staff on program operations, communicating key organizational strategies, and the development of implementation plans. This position works with the Homeless System of Care in each Continuum of Care where programs operate to work towards effectively ending homelessness among Veterans and other homeless populations. This position reports directly to the Chief of Housing Programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (These essential job functions are not to be construed as a complete statement of all duties performed. - Create and maintain relationships with local Continuum of Care (CoC) in geographic area of responsibility
- Network with funders and other community providers to strengthen relationships, enhance strategic planning, program development, and coordination and delivery of services
- Exercise independent discretion in leading program operations in geographic area of responsibility
- Ability to review, interpret, understand, and implement grant requirements
- Provide support to Operations Managers at a macro level
- Assess program operational performance and evaluate/promote fidelity to best practices, the housing first philosophy, and projected grant spending. Improve efficiency and effectiveness of all program operations while ensuring adherence to professional and documented standards
- Advise Chief of Housing Programs regarding program issues, challenges, incidents, grievances, and success
- Engage Chief of Housing Programs and Chief of Human Resources to address staff challenges, promote coaching and development opportunities, review corrective action plans, and when necessary, terminate staff employment
- Prepare and submit required reports timely and accurately
- Assist the Chief of Housing Programs with grant applications and participate in the development and management of budgets
- Recruit, hire, train, mentor, and evaluate direct reports
- Provide leadership and facilitate staff development and training at the agency level to include new staff orientation and refresher training
- Actively participate in the PQI System and serve on the PQI Council. Participate on other PQI Teams as assigned and facilitate development of performance improvement plans

- Must have a strong understanding of Dept. of Veterans Affairs system and the types of services they provide. Additionally, must understand permanent supportive housing programs and the implementation of these services
- Knowledgeable on housing rules and regulations, such as Fair Housing, the Americans with Disabilities Act, and reasonable accommodations
- Must be proficient with data management and information systems and have intermediate knowledge of Microsoft Word, Excel, PowerPoint, and Outlook
- Willingness to receive feedback and coaching from superiors and others, and to learn new skills to improve job performance
- Ability to maintain flexible work schedule including evenings, nights, weekends, and holidays
- Successfully pass Law Enforcement background screening
- Valid Florida driver’s license if driving an agency vehicle or a personal vehicle for company business
- Must have reliable transportation

- Regional Directors provide programmatic and strategic input to the Chief of Housing Programs
- Must be able to work without a great deal of supervision, and maintain a high level of productivity to meet the projective goals for the program
- Serve on community committees and boards as directed by the Chief of Housing Programs
- Knowledge of the characteristics and cultural diversity associated with Veterans and their family members and other homeless populations. Must be sensitive to and respect cultural diversity amongst staff, clients, and volunteers
- Represent the agency at private and public functions as needed
- Evidence of deep alignment with the St. Vincent de Paul CARES Mission and Values
EDUCATION AND EXPERIENCE: (Pending on position and if prior to hire is approved by Chief Executive Officer, a comparable amount of training, education or experience may be substituted for the minimum education qualifications)
- Bachelor’s degree (Master’s degree is preferred)
- At least 5 years of experience in a leadership role with demonstratable skills in problem solving, data analysis, personnel management, and strong interpersonal skills
- Ability to Interpret, follow, and enforce organizational policies and procedures, goals, and standards
- At least 3-4 years of experience in program coordination, supervising staff, counseling, case management and/or crisis intervention with homeless and at-risk families and/or individuals in crisis
- Demonstrated interest in the issue of homelessness
- Previous social work experience preferred
