We are growing and currently have a full-time, long term opportunity for a dynamic, success driven Regional Cost Manager located at our Washington, D.C. regional area office in Rockville, MD. The Regional Estimating Manager will play a key role of heading the estimating efforts for the region and will report directly to the Vice President. As a Regional Cost Manager, we are looking for someone that can provide the following:
- Understands assignment parameters (project, phase, sub-phase, labor category) and budgets; and accurately and expeditiously records information into Deltek
- Produce timely and accurate work products/deliverables in accordance with OCMI standards
- Supervises Cost Managers, Senior Estimators and Estimators. Works with and supports the Associate Director and Director to balance workload of the entire estimating department, across multiple sites
- Conducts weekly staff meetings to review ongoing and upcoming work.
- Perform budget analysis on projects to determine strengths and weaknesses
- Coordinates training for staff to become better estimators and enforces consistency throughout the department
- Contributes to business development efforts (develop cost exhibits for proposals, meetings, presentations, etc.)
- Independently prepare proposals based upon scope of work and develop resource and cost budgets to maximize profitability. Review with Regional Manager prior to submission to client
- Review and communicate to management, estimating resource levels and forecast changes in need of staff based upon future forecasted workload.
- Direct training of staff and technical staff on cost?related topics, company messaging, on boarding, etc.
- Track BD opportunities, review potential opportunities and make go/no go recommendations
- Represent the firm to clients, peer organizations, and business associates with the values of OCMI
- Create cost estimates, studies, analyses, and evaluations, at all levels of project development, independently or as part of an external or internal team.
- Through a detailed review of all documentation, develop comprehensive cost estimates/models that communicate client’s project and strategic goals
- Understand factors for specific market sector(s)
- Meets all contractual compliance requirements
- Perform quantity take-off in a manner and level of detail consistent with the project goals
- Communicate effectively through clear and concise means appropriate to the goals (verbal, written, and graphics)
- Investigate and incorporate project constraints into cost analysis
- Be capable of explaining cost deliverables, processes, and justifications in a formal meeting, presentation, or negotiation
- Ability to understand and accurately interpret construction documents (drawings, specifications, contracts/general conditions) at all levels of design
- Life-cycle cost analysis, risk management and value engineering
- Perform detailed cost analysis of construction claims, and be prepared to represent the interest of the client in negotiations, claims, arbitration, and legal proceedings
- As a subject matter expert, create and present case studies, white papers and participate in industry events
- Manage resource and costs to meet project budgets
- Review Actual vs. Budget, and report/explain variances
- Assist RM/REMs in review and approval of invoices to clients
- Mentor and provide guidance to other staff members
- When requested, assess, and evaluate current staff, and participate in recruitment efforts
- Other duties as assigned
Desired Skills & Experience:
- 10+ years of consistent hands-on cost estimating experience focusing on a wide variety of horizontal and vertical project scopes in public and private sectors.
- Previous Owner’s Representative cost estimating experience required
- Prior experience supervising a cost estimating team required
- Ability to understand and accurately interpret construction documents (drawings, specifications, contracts/general conditions) at all levels of design
- Expert user On-screen Takeoff (OST) software or similar industry software
- Advanced skills in Microsoft Office Programs (Microsoft Excel, Word, PowerPoint, Outlook, SharePoint, Teams, etc.)
- Excellent written and verbal skills
- Strong internal and external customer service
- Solid experience working directly with clientele
- Confident presenting face-to-face with clientele
- Self-starter and self-directed
- Professional Certification in Cost Estimating highly desired: Certified Cost Consultant/Certified Cost Engineer (CCC/CCE) or Certified Professional Estimator (CPE)
- Bachelor’s Degree in Construction, Engineering, or Architecture preferred; or equivalent construction/design-related experience.
