Recovery Policy EHP Coordinator FEMA’s Office of Environmental Planning and Historic Preservation (OEHP) is soliciting candidates to apply to be the Recovery Support Specialist within OEHP’s Recovery Integration Branch. This Cadre of On-call Response/Recovery Employee (CORE) position is a temporary appointment in the Excepted Description This is a new position. The Recovery Policy EHP Coordinator will build relationships and identify opportunities for the integration of environmental and historic preservation (EHP) into policies, guidance, and procedures that originate with the Recovery Directory Front Office. Additionally, the Duties of the Recovery Policy EHP Coordinator ? Prepare presentations and/or briefings for Program, Regional EHP, and OEHP Leadership that succinctly identify potential compliance risks and recommended solutions. Specialized Experience ? Knowledge of EHP laws, regulations, and Executive Orders and their intent, interpretation and implementation. This includes the ability to communicate EHP compliance information to a variety of FEMA stakeholders. ? Ability to provide expert-level EHP analysis and advice to Program concerning the consideration and integration of EHP requirements into Program operations. ? Ability to tailor language, tone, and level of specificity to the audience’s level of understanding and to the communication medium. ? Ability to prepare written responses or briefings on complex and/or technical issues for OEHP and/or Program Leadership. ? Skill in organizing, managing, and prioritizing multiple demands and projects efficiently (project management skillsets); the ability to complete assignments in a thorough and timely manner. ? Ability to work productively either independently or as a member of a team to accomplish assigned tasks; experience working in fast-paced environments is a plus. ? The Recovery Integration Branch is a newly formed branch within OEHP that is focused on coordinating with and supporting Offices and Programs managed by the Recovery Directorate, to include: the Recovery Front Office (RFO), the Individual Assistance (IA) Program, the Public Assistance (PA) Program, and the Fire Management Assistance Grant (FMAG) Program. The Recovery Integration Branch engages across the Recovery Directorate to ensure EHP compliance is integrated and achieved in smart, collaborated ways.
Coordinator will work with the FMAG Program (which is managed by the Public Assistance Division) to ensure EHP compliance is appropriately incorporated and considered within the Program.
? Analyze, develop, and recommend implementation of guidance, policies, and procedures that enhance EHP compliance strategies and further integrate EHP considerations into Recovery Program policies and initiatives.
? Develop recommendations and solutions for OEHP and Program leadership on proactive compliance strategies that streamline EHP while also ensuring informed decision-making helps minimize impacts to environmental and historic preservation resources nationwide.
? Build trust and develop collaborative working relationships with Program partners so that they understand the value of EHP in Program operations.
? Coordinate and collaborate with the Program to represent EHP compliance requirements and support Program policies, priorities, and implementation.
? Ensure that Program and EHP priorities and objectives are appropriately aligned in yearly planning efforts.
? Serve as a co-lead for OEHP’s Recovery Policy Working Group to include establishing meeting objectives and utilizing Regional and field experience to help problem solve and/or validate proposed processes and recommendations.
? Develop and/or deliver presentations and training to both EHP and Program personnel.
? Perform other duties as assigned.
? Knowledge of FEMA Program principles, concepts, practices, methods, and techniques to apply new developments and theories to problems. Experience in supporting Public Assistance and/or Individual Assistance disaster operations is a plus, but not required.
? Ability to build trust and develop relationships with Program partners.
? Ability to problem-solve and develop processes or procedures that result in unique or streamlined solutions.
? Ability to deal professionally and tactfully with Program and OEHP colleagues in difficult, tense, and fast paced situations.
? Ability to clearly articulate information to others to convey thoughts and ideas; to provide information concerning procedures and program requirements; and to facilitate open exchange of ideas and information.
? Proficient in Microsoft Office Suite programs.
? You must be a U.S. citizen to be considered for this position.

? This position requires a Public Trust background investigation.
? In addition, travel and relocation may be required for emergency assignments; this position may require occasional non-emergency travel as well.
? The candidate will report to FEMA Headquarters in Washington, DC; a remote duty station is not an option.
Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
