    This position is part of the National Oceanic and Atmospheric Administration (NOAA) Information Technology Fellowship Program (ITFP). The ITFP is open to students who graduated with an information technology-related degree in the past two years.

    Responsibilities

    The ITFP is designed to provide recent graduates an opportunity to share their insights and to explore links between their academic degrees and real-work experiences. The recent graduate experience is individualized and tailored to needs of the appointing NOAA line/staff office.

    Upon successful completion of the Recent Graduates Program and completion of their academic degree or Certificate program, individuals may be non-competitively converted to a term position or permanent position in the Competitive Service.

    NOAA is seeking bright, innovative, results-oriented individuals to join the Recent Graduates Program which is an entry level program that targets individuals who have recently graduated from an accredited educational institution. Successful applicants will be placed in a dynamic, career development program. Throughout the program, you will participate in formal interactive training, job assignments and be provided a mentor to develop competencies applicable to the target position.

    NOAA employs a full range of IT Specialist positions in a variety of specialties (Policy and Planning, Network Services, Enterprise Architecture, Data Management, Security, Internet, Systems Analysis, Systems Administration, Applications Software, Customer Support, Operating Systems, etc).

    This vacancy may be used to fill other IT Specialist, ZP-2210-1/2 positions throughout NOAA. The position must be alike (e.g. within the same geographic locations, same grade/band and requires the same qualifications as indicated in this vacancy announcement).

    • Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

    • A one year trial period may be required.

    • This position is not in the bargaining unit.

    MAJOR DUTIES:

    The incumbent of this position is a participant in the Pathways Recent Graduate Program serving under an indefinite excepted appointment. Work assignments are clear cut, well planned, and are designed to prepare the employee to perform IT security work auxiliary to the organization. The incumbent independently plans and performs entry level, developmental assignments under periodic technical supervision. The work assigned may involve a variety of IT specialty areas.

    • Drafting procedures and supporting templates to help develop certifications and accreditations; performing research regarding compliance with standards, policies, and procedures to support accreditation decisions; applying established quality metrics to assess compliance with NOAA requirements.
    • Ensuring IT systems are running optimally and securely; and assisting higher-level specialists in more complex and intricate tasks.

    This position is being recruited with an opportunity for non-competitive conversion eligibility to a permanent OR term position upon completion of all program requirements. Conversion is not mandatory nor guaranteed (see Other Information).

    This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-1 is equivalent to the GS-01/02/03/04/05/06, but is being announced equivalent to the GS-05. The ZP-2 is equivalent to the GS-07/08/09/10. This position will have promotion potential to the ZP-3. The ZP-3 is equivalent to the GS-11/12.

    To qualify at the ZP-1 or GS-05 level:

    EDUCATON: A bachelor’s degree

    OR

    EXPERIENCE: See IT-related Competencies below.

    To qualify at the ZP-2 or GS-07 level:

    EDUCATION:

    A. One full year of graduate-level education

    OR

    B. Superior Academic Achievement as demonstrated by a bachelor's degree from an accredited college or university with one of the following. NOTE: It is your responsibility to ensure your application clearly states how you meet one of the provisions below:

    • A grade point average (GPA) of 2.9 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study

    OR

    SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies below, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-1 or GS-05 in the Federal service. Specialized experience MUST include all of the following:

    • Assisting in IT systems testing and implementation.
    • Aiding with technical and administrative support in management.
    • Aiding in the troubleshooting of IT problems.

    NOTE: Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

    To be eligible for conversion, Recent Graduates must:

    • Successfully complete the one year developmental program.
    • Demonstrate successful job performance.
    • Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted.
    • Complete 40 hours of formal interactive training within developmental period.
    • Sign a Pathways Programs Participant Agreement upon appointment.
    • Meet established goals outlined in the Recent Graduate’s Individual Development Plan (IDP).
    • Recommended by supervisor/manager for conversion to permanent OR term position.
