The Communications and Water Policy Branch within the Public Advocates Office is seeking a Public Utilities Regulatory Analyst IV-V join its Cross-Industry Policy and Spatial Analysis team. Under the direction of Program and Project Supervisor, the incumbent's duties will be to (1) conduct technical, financial, and policy research by applying economic, statistical, and financial theories, approaches, and models, (2) conduct interdisciplinary policy analysis based on Commission decisions, policies, goals and procedures, utility programs and practices, and state and federal policies, (3) lead communications proceedings, related to broadband deployment and access and (4) make evidence-based recommendations on public utility regulatory issues and challenges.
Carrying out these functions entails the following:
You will be part of project teams working on research activities to support the Public Advocates Office policy development on communications services topics to protect California customers, including people with disabilities, low-income households and other disadvantaged and marginalized communities to advance social justice. As the Commission continues to address access to essential communications services and other utility services, the analyst may be assigned work in other areas and branches, as needed.

The Public Advocates Office represents residential and small business interests at the California Public Utilities Commission. Our mission is to ensure that customers receive safe and reliable utility services at the lowest possible rates. We participate in Commission proceedings and processes, including workshops, rulemakings, investigations, hearings, utility filings and other forums. These processes set how much customers pay for their utilities, the quality of service they receive, and the rules companies must follow to maintain safe and reliable service. The Communications and Water Policy Branch (CWP) leads the Public Advocates Office's policy development on matters related to the communications and water industry. The Cross-Industry Policy and Spatial Analysis Section in the CWP Branch will work on policies to achieve universal access to broadband service in California, customer protections, hold companies accountable for delivering reliable and affordable communication services, and conduct quantitative and qualitative research on communications services policies that impact Californians every day. The incumbent will be part of the Cross-Industry Policy and Spatial Analysis Section in the CWP Branch and may be assigned work in other areas and branches of the organization, as directed.
