Tipping Point Solutions (TPS) is seeking an experienced Project Manager (PM) to oversee the planning and management of our onsite support team at the Learning and Innovations Branch (LIB) located on the Fort Huachuca United States Army base. LIB provides instructional design and institutional, operational training, and self-development opportunities for Soldiers; and creates needed Interactive Multimedia Instructional (IMI) products and technology-based training materials. TPS will provide instructional designers, instructional technologists, graphics and visual media professionals, and systems support. The training support services shall provide and develop performance-oriented solutions and instruction to support training and Programs of Instruction (POIs) across different training platforms from traditional distance learning modules to web applications. Training solutions shall include but not limited to developing classroom instruction, sequencing course flows, creating assessment strategies and tools, and assisting in writing lesson plans.

The onsite PM coordinates with the government Contracting Officer Representative (COR) and LIB Chief to establish projects and sub-task associate with the contract requirements and support to the US Army Excellence Center of Execellence (USAICoE). The PM shall update Government Leads on project status, roadblocks, and milestone timelines weekly or as needed.

  • Provide and report risk assessments and mitigation strategies to project timelines presented by company leaves schedules, attrition, new hires, decreases in support, delayed response times, and technical issues.
  • Notify government of missing or decreased level of support and impact to project sections and required realignment of support required to meet milestones within 10 business days prior to upcoming occurrence.
  • Coordinate with LIB Chief and team leads to update and maintain LIB's project status charts.
  • Maintain a suspense system for special items/reports, recurring reports, and monthly information papers and bulletins.
  • Coordinate and draft responses to official tasks for government review.
  • Enter, track and account for milestones, tasks, and sub-tasks for all assigned projects. Keep a record of all meeting minutes and archive all source files at the completion of each project.
  • Provide and contribute to weekly internal LIB project in-process reviews and attend monthly individual development team meetings.
  • React to just in time requirements definitions from the government.
  • Provide solutions to required rework or products not conforming to government standards

The TPS PM also works closely with the Program Manager and interfaces with Business Office staff to ensure adequate staffing of the team and administrative actions are completed. The PM has overall supervision of the teams assigned to the Learning and Innovation Branch and provides guidance and assistance to ensure contract requirements are met.

Essential Duties/Responsibilities:

  • Develops and manages a set scope of work within the project through setting effective expectations, communication, change management control, budget control and management, issue escalation and resolution
  • Maintains routine communications with the management team and client concerning all aspects of the project
  • Actively supports and communicates detailed project plans and schedules
  • Resolves resourcing constraints or conflicts
  • Escalates visibility to issues; offers solutions and drives issues to resolution
  • Maintains project data in resourcing, financial, and data management systems as required
  • Ensures project remains within budget, including negotiating with vendors and client
  • Reviews all meeting and resource invoices and routes for payment. Ensures timely processing
  • Establishes rapport with project team, key stakeholders and client
  • Aligns internal development schedules and processes to deliver on client’s vision
  • Interfaces with project team members including internal staff in various offices and teams, third-party organizations, and the client
  • Provides direction to assigned project team members and collaborates with peers to prioritize competing commitments among shared resources
  • Providing weekly and monthly product synchronization updates.
  • Performs other duties as assigned

Required Skills/Abilities:

  • Proficiency in applying instructional design strategies and methodologies and adult learning principles to the design of multiple types of training solutions, the development of tests and measurements, and the evaluation of training

Required Experience and Qualifications

  • Top Secret/ SCI – no clearance to start, but must be able to obtain an interim Top Secret/SCI after hire, and receive a favorable adjudication final Top Secret/SCI clearance
  • Bachelor’s Degree. Education must include at least 24 semester credits focused on educational research, learning theory, education technology, instructional design or other related education themed courses. Courses focusing on the administration or fiscal requirements of education related organizations do not count towards the credit requirement.
  • Minimum 8 years’ experience in education, training, or as an educator in a certified teaching discipline. Education may decrease minimum experience required to 6 years (Master's degree) or 4 years (Doctoral degree). Experience should reflect addressing the educational needs of adults for resident learning.
  • Minimum 6 years' experience in designing and developing learning programs, activities, and curriculum that use a mixture of learning modalities to enhance adult learning (resident and distributed learning).
  • Minimum 4 years' experience managing and/or leading a development team of 10-34 FTEs with different labor categories / functions.
  • Experience in being primary point of contact for large projects and aligning and managing available resources to effectively manage projects to completion. Experience in mediating and providing risk assessments relating to remediating product quality, professionalism, or performance issues.

Desired Experience and Qualifications

  • PMP certification
  • Master's Degree in Education, Instructional Design or related field
  • Previous Army training and/or education developer, instructor, facilitator, or subject matter expert
  • Previous Army Intelligence Operations or MOS

Pay: $51,323.01 - $90,000.00 per year
