The Project Coordinator (Program Specialist V) performs advanced consultative services for the division office of the Health and Specialty Care System (HSCS). Works with considerable latitude using initiative and independent judgement. Interprets policies, procedures, rules, regulations, and standards related to HSCS programs. Monitors required performance reports and recommend appropriate changes.
Assists with legislative tracking. Ensures timely assignment and completion of assignments and reports and may represents the Division on ad hoc workgroups and committees. May work with public and private entities to identify opportunities for collaboration. Prepares documents, papers and briefings. Carries out special projects assigned by the Policy and Project Advisor. Facilitate training and development opportunities within the division. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Must be able to work in a fast-paced environment with competing deadlines.
Essential Job Functions:
Performs advanced consultative services and technical assistance work. Work involves researching, planning, developing, and implementing major division initiatives, pilots, and providing consultative services and technical assistance to program staff, governmental agencies, and community organizations.
Assists in maintaining legislative tracking, assist with staff updates, and watches assigned hearings and provides updates after the hearing finishes. Assists with research on local, state, and federal laws that may need to change based on exceptional items or statutory initiatives.
Completes and monitors required administrative and performance reports and recommends appropriate changes.
Assists management with planning program activities in accordance with program objective and goals.
Collaboratively works with division program areas and other divisions on assigned projects, identifies areas of improvements and recommends solutions.
Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Knowledge Skills Abilities:
Knowledge of local, state, and federal laws related to mental health and disabilities; of public administration and management techniques; of statistical analysis processes; of research techniques; of training and marketing techniques; and of program management processes and techniques.
Knowledge of state supported living centers and state hospitals preferred.
Skill in identifying measures or indicators of program performance, communication in oral and written formats. Skill in project management.
Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare reports; to develop, evaluate, and interpret policies and procedures; and to communicate effectively. Ability to work in a fast-pace environment with conflicting deadlines.

Initial Selection Criteria:
Bachelor's degree in public health, psychology/sociology, social work, public affairs or a related field required or a minimum of three years experience. Education and experience can be substituted for one another. Master's Degree preferred.

The Project Coordinator will work Monday through Friday 8 am to 5 pm CST, in accordance with agency leave policy. Some deviations to the schedule may be pre-approved by the Supervisor to meet the needs of the Policy and Communications Unit. This position can be based on telework, with the option to work in Austin.
This position will perform the essential job functions predominantly through the use of computer and telephone equipment. The Project Coordinator must be available for video conferencing as needed. Some on-site work may be required, the frequency and duration will be at the discretion of the Supervisor.
The salary offered will follow HHS starting salary guidelines which are typically made at or near the minimum of the salary range. Internal candidate salary determination will follow HHS HR salary policy.
