Program Security Specialist

Position Overview: ZENETEX provides holistic, integrated security protection for government agencies and their industry partners enabling compliance with challenging security requirements. Using advanced technology, approved processes and procedures, our highly skilled personnel provide systematic protection of physical assets, Intellectual Property, and malicious intrusion of Computer-stored information. We have an immediate opportunity for a Program Security Specialist (PSS) to support our government customer in Edwards, CA. This position will require an active DoD TS/SCI clearance.Description: The Program Security Specialist will ensure compliance with all applicable Standard Operating Procedures (SOP) manuals, guides, directives, and statutes for physical, personnel, and information security. Specific responsibilities:- Ensures compliance with all applicable security manuals, guides, and Standard Operating Procedures (SOP) for physical security, information security, and personnel security.
- Establish and maintain all office and security documents in accordance with government requirements.
- Act as the Classified Material Control Officer (CMCO) and serve as the site Security Control Point (SCP).
- Prepare reports as requested by Information Security Oversight Office (ISOO).
- Prepare appropriate documentation for declassification determination.
- Responsible for document control functions to ensure all classified materials and media contain proper classification markings, cover sheets, and are handled and transmitted in accordance with security guidelines.
- Conduct receipt and dispatch of classified material for external distribution; prepare receipts and assist with wrapping as needed. Receive mail and distribute as required. Maintain a log of outgoing/incoming material.
- Oversee specialized procedures for transmission of material by secure fax. Provide daily setup and operations of secure fax machines.
- Prepare courier letters and material as needed; perform courier services as needed.
- Destroy site classified national security information (CNSI) using approved destruction equipment.
- Advise and assist in the preparation of DD Form 254, Contract Security
- Classification Specification, in accordance with the National Industrial Security Operating Manual (NISPOM) and conduct an annual review of all active DD Form 254s to ensure currency and accuracy.
- Conduct security relevant training to site staff to include: Derivative Classification, Marking, Information Security and Annual Refresher Training.
- Create and disseminate the Security newsletter.
- Coordinate with Information Security Program Manager (ISPM) on physical security requirements for CNSI processing areas and open storage facilities.
- Coordinate with local personnel security representative for maintaining on-site employee clearances.
- Prepare and process Program Access Requests (PAR); review packages for accuracy and obtain additional information as needed.
- Maintain access control rosters and establish a visitor control program. Prepare, transmit, and maintain visit requests.
- Operate the local SIMS database to include entering data and providing classified material holdings lists.
- Conduct security indoctrination briefings.
- Participates in Security Compliance Inspections as requested.
- Assist in the development and implementation of test and hardware transportation plans.
Qualifications:Required:- High school diploma and a minimum of 8-10 years' experience in a government security environment.
- Demonstrated, extensive experience supporting government security operations for all areas of security: personnel, physical, information, and operational.
- Thorough knowledge of DoDM 5205.07 volumes 1-4, DoDM 5200.01 volumes 1-4, Executive Order 13526 and 12968, and the NISPOM.
- Proven working knowledge of security procedures, policies, and directives.
- Working knowledge of MS Office, SIMS software, and other security databases.
- Must be able to work both independently and in close collaboration with other team members. Professional, customer-centered attitude and the ability to take initiative and receive direction is a must. Must be able to travel within CONUS. Regular local travel required. Overall travel up to 20% possible.
- Must be able to lift and carry a minimum of 30lbs; be able to climb stairs, ladders (exterior & interior spaces).
- Must be able to enter crawl spaces (both above ceiling and below raised floors) to conduct physical inspection of areas.
Desired:- Experience with COMSEC desired but not required.
Security Clearance:- This position requires U.S. citizenship and an active DoD TS/SCI clearance.
