PROGRAM SUMMARY:
HomeFirst Program Manager will oversee the day-to-day operations of a Rapid Rehousing Single Adult Program serving individuals in Santa Clara County. The RRH program provides time-limited rental subsidies, case management, housing identification and other supportive services to support participants move into sustainable housing as quickly as possible and achieve independence and long-term housing stability.
The RRH Single Adult program practices a strengths-based, client-centered and critical time intervention approach to help participants maintain housing stability independently. The Program Manager position will oversee a team consisting of Case Managers, Housing Specialist and Outreach Specialist.
The Program Manger will also manage the Rental Assistance Program Administrator (RAPA) and be responsible for processing financial assistance payments related to participants housing subsidy. This includes security deposits, rental subsidies, and other housing assistance.
Duties and Responsibilities:
With the guidance and direction of the Support Services Director, the Program Manager will support the program through the following activities:
- Participate in program design and development
- Participate in the development and upkeep of a program operations manual
- Participate in creating policies and procedures
- Recruit, hire, and supervises program staff
- Assist in training program staff
- Ensure each Case Manager is at capacity
- Foster a safe, clean, and peaceful environment at EIH site
- Coordinate activities with external partners as necessary
- Ensure program staff adhere to program goals, objectives, and practices
- Provide tracking and reporting for the project
- Initiate and participate in outreach activities as necessary
- Leads/facilitate large group meetings and discussions for both program participants and community stake holders
- Ensure participant enrollments, assessments, intakes, and other participant documentation is completed and properly kept in HMIS and hard files
- Manage RAPA component and ensure compliance with funding source
- Submit monthly rent roll to finance department.
- Make timely and accurate decisions in emergency or crisis situations with awareness of need for safety of all clients, staff, or volunteers involved
- Know and follow agency and program policies and procedures
- Review and approve financial assistance in accordance with funding source
- Other duties as assigned
QUALIFICATIONS:
- Bachelor’s degree in social work or related field (Degree may be substituted with 2 years of social services experience, in addition to the minimum requirements below)
- Experience in leadership roles including supervision of staff in a social service setting;
- Experience supporting the homeless community
- Excellent public speaking skills a must
- Excelling communication skills both written and verbal
- Ability to lift and carry supplies (usually in a backpack, up to 40 lbs.)
- Understanding of and sensitivity to the needs of the homeless
- Good problem-solving skills and the ability to prioritize multiple tasks
- Ability to work with people of diverse social backgrounds and professional rank
- Demonstrated communication skills
- Knowledge and understanding of community resources and human services
- Good collaboration skills and the ability to work independently with limited supervision
- Basic computer skills, including knowledge of MS Office applications and the Internet
- Clean driving record, Valid CA driver’s license, reliable transportation, and legally required insurance
- Able to lift up to 30lbs on occasion
