Program Manager Description THE WORLD BANK GROUP (WBG): The World Bank Group is one of the largest sources of funding and knowledge for developing countries; a unique global partnership of five institutions dedicated to ending extreme poverty, increasing shared prosperity, and promoting sustainable development. THE GLOBAL PRACTICE FOR FINANCE, COMPETITIVENESS AND INNOVATION (FCI) IN THE WBG: FCI works towards creating an enabling environment in which financial stability, efficiency and firm-level solutions are provided in an integrated way to crowd in the private sector, support the creation of markets, and accelerate equitable growth. FCI professionals lead or participate in a wide variety of analytical and advisory work that add to the core expertise delivered to client countries. Knowledge and learning are a central part of the FCI agenda, with work focused on the following thematic areas: (a) Financial Stability and Integrity; (b) Long Term Finance; (c) Financial Inclusion and Infrastructure; (d) Industry Solutions; (e) Firm Capabilities and Innovation; and (f) Crisis & Disaster Risk Finance. FCI works closely with the Global Practice for Macroeconomics, Trade and Investment (MTI) on systematic country diagnostics, country strategies, policy lending and other private sector diagnostics, analytical and lending activities. FCI FINANCE UMBRELLA TRUST FUNDS: As part of the overall Trust Fund Reform initiative, the WBG is making major efforts to consolidate and simplify the trust fund structures through which our partners support the World Bank’s mission. The objective is to improve overall impact and flexibility. In the financial sector space, this effort will result in the integration of about 12 global and country-specific trust funds into a new, comprehensive Finance for Development (F4D) Umbrella Trust Fund housed in FCI Finance. Another Umbrella Trust Fund has been set up for disaster risk finance work. F4D will become the centerpiece of the WB’s support for all financial sector reforms, both analytical work and country engagements, led either by the global units or regional ones. F4D will serve as a vehicle in the Bank’s toolbox to help countries strengthen their financial sectors as part of their COVID recovery and crisis response efforts, responding to the significant uptick of client countries’ requests for assistance in all regions, both in LICs, FCV and MICs. The F4D TF will combine the World Bank’s key financial sector workstreams (on stability, integrity, inclusion, capital markets, financing real economy) with critical cross -cutting themes, such as digital finance, gender finance, and the greening of the financial sector. Over time, FCI Finance will continue its efforts to consolidate and professionalize the management of all trust funds, and strategic engagement with donors and various stakeholders. While the initial focus of the job description is on Finance for Development, the Program manager will lead that progressive evolution, with a focus on alignment between strategy and mobilization of trust fund resources, communication on results and impact achieved and engagement with donors and key stakeholders. Roles & Responsibilities: The FCI Finance Department is seeking a Program Manager. He/she will be responsible for (i) managing the overall implementation of, and fundraising for, FCI Finance Trust Funds, with an initial focus on Finance for Development; (ii) overseeing the portfolio of the newly established F4D Umbrella TF, with a focus on impact and results; and (iii) leading fundraising and relationships with development partners. Duties and Accountability: This is a challenging and high-profile assignment requiring a mix of strong leadership, managerial and technical skills. The Program Manager will possess a proven track record in achieving sustainable outcomes in low- and middle-income countries in the areas covered by F4D; have successful experience in fundraising among diverse partners and managing trust funds; have recognized expertise in designing and implementing financial sector related projects as well as proven experience in managing complex project at senior levels. The Program Manager will demonstrate his/her ability to manage and promote a high level of collaboration between the World Bank, IFC, donors and other key stakeholders in the technical assistance arena. Internally, the Program Manager will be expected to possess the capacity to engage effectively with WB senior management and technical staff across FCI and other relevant GPs and IFC; have excellent people management skills and strong communication abilities. He/she will also position F4D with partners and stakeholders externally. The Program Manager will report directly to the Global Director for Finance of the Finance Competitiveness and Innovation Global Practice. He/she will be accountable for delivering the Trust Funds strategy and work program, with an initial focus on F4D, and managing the day-to-day operations, including coordinating fundraising efforts and the allocation of funds through calls of proposals and directly in the case of preference funding arrangements. This will require technical knowledge of all topics supported by the trust funds (notably F4D), keen understanding of the diversity of engagements (global activities; knowledge generation, dissemination and curation; country engagement) and ability to work at the nexus of global and regional teams.
