DutiesSummaryAbout the Position: This position is responsible for the vertical and horizontal integration of products to deliver assigned IIES projects and manage the program for the District. Incumbent applies an extensive knowledge of management concepts, principles, and practices as well as a general knowledge of the methods, practices and processes of technical disciplines.

- Serves as staff representative in dealing with other technical personnel for the purpose of programs management in the area of scheduling, cost control, and other issues relating to the IIES program functions of the District.
- Responsible for all aspects of Districts IIES programs and project management, ensuring the development of project scope, budgets, schedules, procurement strategies, etc.

- PERFORM TEMPORARY DUTY (TDY) - This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- FINANCIAL DISCLOSURE - This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- DRIVER'S LICENSE - The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- DAWIA - This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering (FE) Level III. Certification is required within 24 months of appointment.
- CRITICAL ACQUISITION POSITION (CAP) - This is a Critical Acquisition Position. The selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
- SUPERVISORY PROBATION - This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience leading a matrixed team of individuals (i.e. project managers, engineers, schedulers, real estate specialist) on projects that are technically complex and cost/schedule sensitive; experience formulating program plans and goals to ensure alignment with requirements for projects; experience assessing key programs requirements/ priorities and translating that into program execution; AND experience anticipating major programming needs/problems by applying an in-depth understanding of the mission objectives according to applicable guidance and directives.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
