Vista Defense Technologies is seeking a Program Manager to support Defense Health Information Technology Engineering project.

The successful candidate will serve as a Program Manager in support of the Naval Information Warfare Center Atlantic (NIWC Atlantic) Clinical Infrastructure Modernization (CIM) Integrated Product Team (IPT). The scope of work supports worldwide enterprise Health Information Technology engineering support in the areas of Information Technology (IT) service designs, system engineering, systems administration, enterprise network, infrastructure engineering, infrastructure modernization, IT systems, systems deployment and integration, as well as Information Assurance (IA) and system support services for the consolidation of Army Medical, Navy Medical, Air Force Medical, and TRICARE Management Activity IT infrastructures into a single shared services delivery model supporting all of the Department of Defense (DoD) healthcare. This includes all of the Defense Health Agency (DHA) current Datacenter to Desktop services, including the following: Network and Security Management Services (NSMS), Military Treatment Facility (MTF) Local Core Infrastructure (LCI), Compute and Storage Management Services (CSMS), Directory Services and Enterprise Management Services (DSEM), Desktop as a Service (DaaS), Medical Community of Interest (Med-COI), and Data Center Operations (DCOPS).
Responsibilities:
  • Allocate resources (staffing, facilities, and budgets) on the contract
  • Review and approve all earned value, Estimate to Complete, Funds and Man-hour Expenditure Report, or other financial reports as appropriate
  • Review and allocate management reserve within contractual limits
  • Ensure cross-discipline integration within the contract to meet Government needs
  • Review and propose the Integrated Program Baseline (or resource loaded schedule) to the Government
  • Review risk and risk mitigation activities and allocate budgets for the same
  • Prepare program status reviews and other formal reviews to be presented to the Government PM • Ensure the timely recruitment and training of program staff - both direct and indirect
  • Review all financial and technical reports before release to the Government
  • Communicate issues and solutions to the Government PM in a timely and transparent manner
  • Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff
  • Assist the Government PM by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs)
  • Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the Government PM
  • Provide Contractor input to the Quality Assurance Surveillance Plan reviews or Award Fee reviews as appropriate
Requirements/Experience:
  • Bachelor’s degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business
  • Must possess Project Management Professional Certification (PMP).
  • Fifteen (15) years of technical experience in support of information assurance or computer network defense programs to include: Equipment Support, System Support, and Programmatic Support.
  • Eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning.
  • Five (5) years as manager of information assurance or computer network defense projects.
  • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures
  • Strong collaboration, interpersonal and organizational skills
  • Exceptional verbal, written and presentation skills
  • Must be a US citizen and hold or be able to obtain a Department of Defense (DoD) Secret Security Clearance
