    Responsibilities

    • Provides management of and leadership to a multi-functional Program Support Team consisting of Engineers, Quality Assurance Technicians, Supply Chain Management Specialists, Contracting personnel, and represents the CMO as the single point of contact to the buying commands for the most complex complete major weapons systems, defined as Major Defense Acquisition Programs (MDAP).
    • The PI reviews existing agreements and/or prepares new agreements such as: Memorandum of Agreements (MOA), Memorandum of Understanding (MOU), Letters of Delegation (LOD), Letters of Commitment (LOC) and other support documents and delegations as necessary.
    • The PI negotiates the terms and agreements to the mutual satisfaction of all parties concerned, such as the PMO, CMO Commander and/or higher levels within the DCMA or Program hierarchy.
    • Based upon the criticality of the program, the PI coordinates the MOA on the level necessary to assure proper resources are allocated to support the program within the DCMA's resource guidelines.
    • Responsible for collecting functional specialist input; analyzing, synthesizing, and synopsizing this input; and ultimately providing an integrated DCMA assessment of the contractor's program performance as well as recommendations for future programmatic efforts.
    • Organizes Program Support Team members' duty assignments to assure overall mission accomplishment.
    • Reviews, amends, accepts/rejects the completed work of team members.
    • Provides initial data to the responsible supervisor concerning performance, commendation, future work plans, and further training and development needs of team members. Advises, counsels, and provides instruction to team members regarding contract administration.
    • Serves as principal civilian technical advisor to the CMO Commander on matters relating to the Program Management cross functions.
    • Advises on policies, procedures, and technical aspects of surveillance programs assigned to insure effective CMO mission
      accomplishment.
    • Provides professional expertise for the evaluation of contractor compliance with program management requirements of contractual documents.
    • Coordinates with the other CMO elements on the interpretation and implementation of CMO program support.
    • Performs functions to assure contractual performance in the program management aspects of the assigned Program.
    • Undertakes studies/special reviews and prepares reports and analyses with recommendations to the CMO Commander, Program Managers, other Pls and SPIs, Service Acquisition Executives (SAE) and Program Executive Officers (PEOs).
    • Responsible for directing and coordinating group efforts, for reviewing, evaluating and solving complex cross-functional program oriented problems.
    • Participates and performs programmatic reviews.
    • Participates with customers on reviews at field CMOs and other offices with the designated responsibility to analyze policies, procedures, and contractor or CMO operational performance in the broad program management mission area of contract compliance or providing program support to the customer.
    • Represents the CMO Commander in the technical conduct and related administration of program managed surveillance.
    • Responsible for the identification of problem areas and coordinating guidance and assistance to the activity regarding all aspects of the program management support mission and contract compliance.
    • Serves as the CMO authority on all aspects of the PI function for the Major Defense
      Acquisition Program (MDAP).
    • Performs analysis and oversight of programs with numerous engineering requirements (i.e., Design engineering). Evaluates and coordinates CMO surveillance activities to assure that surveillance reporting reflects a fully integrated cross-functional qualitative effort.
    • Performs intensive reviews to assure that CMO elements accomplish program management and functional surveillance of the contractor's performance measurement system to properly support the program manager/PEO.
    • Serves as the CMO authority and represents the CMO on critical DOD programs as they relate to the Defense Acquisition Board (DAB) Critical process and any other programs selected for special support by the customer, DCMA, CMO Commander or District Commander.
    • The incumbent is responsible for establishing formal lines of communication with the critical subcontractor CMOs designated by the Military Department Program Manager or PEO.
    • Performs other duties as assigned.

    QualificationsTo qualify for a Program Manager (Integrator), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
    • Performing work that involves management and organizational principles and practices;
    • Analyzing and advising program performance and operations;
    • Facilitating and mediating the resolution of complex program issues.
    Education

    Substitution of education may not be used in lieu of specialized experience for this grade level.
