Cognosante is seeking a Program Director with IT experience focused on efficiently delivering high quality solutions in support of VA’s mission and will play a critical role in modernization using DevSecOps strategy. The Program Director shall be an innovator, visionary, and problem solver. He or she shall be responsible for assisting the Sr. Program Director with managing the overall performance, quality, schedule, and cost of the contract. Support to the Sr. Program Director shall be provided for full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure, and management practices. The Program Director shall assist with capability delivery lifecycle management, configuration, enhancement/development, data management, operations and maintenance, and Solution-as-a-Service. The Program Director shall be familiar with the Agile Framework.

Key Responsibilities

  • Manage personnel and ensures teams are always staffed with qualified resources to meet client program delivery expectations
  • Interface with client management personnel and business owners/stakeholders across the agency
  • Manage development and delivery of program reports and deliverables
  • Interface with team senior management on daily, weekly basis
  • Assign and evaluate work
  • Provide program recommendations based on data analytics and financial impacts
  • Develop and execute management plans
  • Develop project schedules and plans, to include deliverables in task areas
  • Mobilize resources to execute the work represented in the plans
  • Monitor progress against the plans
  • Identify and mitigate risks
  • Manage cost, schedule, and performance
  • Review deliverables to ensure conformance to the quality assurance plan
  • Resolve support issues within its responsibility
  • Provide briefings and reports of activities
  • Collaborate effectively with internal and external stakeholders on architecture and design assessments

Required Qualifications

  • Bachelor’s degree with 12+ years of related business operations and successful program delivery experience
  • At least 12+ years of related operational experience with federal procurement/contracting.
  • Experience working in a Supply Chain Management environment
  • E xperience and a deep understanding of working within a DevSecOps and Agile Safe environment
  • Agile strong understanding
  • Project Management Professional (PMP) Certification
  • D emonstrated industry and government contacts and relationships that are relevant to continued organizational growth through superior delivery performance and customer satisfaction.
  • Demonstrated and proven ability to manage and direct senior client services and delivery, program, and account managers.
  • Proven success creating and implementing business processes to support programs, including developing robust metrics and systems to track program progress.

  • Experience working in the Federal Government, Veterans Administration (VA) experience a plus
  • P MI ASC ( Agile Scrum Certification)
  • Strong customer relationship capabilities

  • Management skills to select, develop, mentor, and motivate team members
  • Ability to interact with partners and clients
  • Ability to communicate clearly with all levels in an organization, with both verbal and written communication skills
  • Microsoft Office Suite (Word, Excel, Power Point, Project, Visio, One Note, Outlook)
  • Active clearance for Public Trust Position
  • Conceptual knowledge or management experience with as a Service areas, such as IaaS, PaaS, and/or SaaS
  • Familiarity with Cloud, specifically Amazon Web Services (AWS)
  • Experience working in the Federal Government, Veteran's Administration (VA) experience a plus
  • Active clearance for Public Trust Position
