PSE's Load Serving Operations team is looking for qualified candidates to fill an open Power Dispatcher position!
Job DescriptionOperates PSE’s Transmission function in a safe, efficient, and reliable manner. Has authority to take independent actions as deemed necessary and as specified in NERC and WECC Standards to fulfill the responsibilities of Transmission Operator. Analyzes information, coordinates and directs actions, and controls multiple operating systems under normal and emergency conditions. Works rotating shifts, including weekends and holidays, and is available for emergency call-outs. Successful candidates at the trainee level are expected to progress to the qualified level within an appropriate time frame as prescribed by the individual trainee program.
Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.
Job Responsibilities- Monitors and controls the real-time operation of the transmission network and interties using the EMS. Has responsibility and authority to implement real-time actions, during normal and emergency conditions, to ensure the stable and reliable operation of the electric system.
- Maintains system reliability in accordance with NERC, WECC and NWPP Standards and Procedures.
- Controls voltage and VAR levels within limits and schedules and responds to system alarms
- Manages switching for planned maintenance outages and directs restoration response for unplanned outages
- Logs and reports system events occurring at PSE and within the bulk electric system in the Western U.S
- Coordinates operations with neighboring entities.
- Communicates with the Reliability Coordinator and follows any directives issued during system emergencies.
- Maintains compliance as a Transmission Operator per NERC and WECC Standards
- Has authority to drop load as deemed necessary to maintain system integrity.
- Interacts with operations field and construction personnel, providing effective support for real-time operations and quick decision making.
- Directs field operating personnel and distribution system operators.
- Creates routine and emergency reports to appropriate entities, as needed.
- Performs transmission outage coordination duties.
- Prepares near term and real time switching orders in the appropriate tools.
- Provides training to peers, entry-level and new staff on department work practices and company standards.
- Provides on-the-job training and leadership to Power Dispatcher II – TO trainees.
- Exhibits professional demeanor in daily activities and conducts himself/herself in a manner that aligns with PSE and load office values and expectations of employee behavior (listens to others, encourages and considers alternative viewpoints, maintains a positive attitude, supportive of other teams and individuals.)
- Establishes excellent business relationships with work groups both inside and outside of PSE.
- Maintains knowledge of industry developments and their application to PSE.
- Actively participates in continuous organizational improvement.
- Recognizes and applies lessons learned to enhance future solutions
- Pursues continuing education opportunities
- Performs other duties as assigned.
Minimum Qualifications- Transmission Operator certification or higher per NERC Standards.
- Associate’s degree or up to 2 years of college or technical school; or equivalent combination of education and experience may be substituted.
- Extensive knowledge of interconnected transmission systems and generation characteristics.
- Ability to work within a small group while creating and sustaining a positive proactive environment
- Can effectively communicate in verbal and written form any issues, needs, and questions both to peers and supervision in order to successfully complete their assigned work, solve problems, and improve the way the Load Office does business
- Ability to learn control center operating systems: EMS, SCADA, AGC, OASIS, iTOA.
- Knowledgeable in lock-out tag-out principles, State and PSE safety rules and Standards, and safe operating practices.
- Ability to climb a 15-foot ladder.
- Must have strong interpersonal skills and have the ability to clearly communicate both orally and in writing.
Desired Qualifications- Previous Power Dispatch experience.
- Transmission or energy scheduling experience.
- System Operation, Generation, Substation, or Transmission experience.
- Experience working rotating shifts.
- Bachelor’s degree in Engineering or disciplines utilizing mathematics, analytics, or power systems.
