    Incumbent will patrol assigned areas carrying out the law enforcement activities required in the National Gallery of Art and is subject to call at any time while on official duty. Incumbent is assigned to one of the shifts scheduled within a twenty-four hour period. Incumbents are also responsible for facilitating the orderly flow of traffic both vehicular and pedestrian, and the control and utilization of parking areas.


    Responsibilities

    The incumbent will:

    • Patrol on foot as designated and is assigned to one or more areas of the Gallery to prevent and detect violations of the law. Monitor areas continuously for unusual situations and incidents, persons and objects which might require police action or assistance. Continuously on the lookout for lost children, missing persons, suspicious persons or lost property and any other situations involving the possibility of a law violation or the need for police action. Question persons who might give useful information such as suspects and persons involved in accidents, incidents or law violations. Intervene and stop any crimes in progress, using force in accordance with Gallery’s established rules, regulations, and policies as necessary. Arrest persons violating or suspected of law violations, requiring good judgment and a thorough knowledge of the laws of arrest.
    • Serve at stationary posts which are extremely vulnerable to theft, vandalism and unauthorized access. Assignments include public entrances to Galleries, staff entrances, shipping and receiving entrances, day and night time patrols, inspection of buildings and perimeters and other locations which often become densely crowded or may be at risk for robbery, theft, damage or destruction.
    • Immediately communicate accurate and concise information about accidents, incidents and other problems or violations to the Security Command Center, AOP Police Officers or to citizens, in order to summon aid or to notify other persons to take proper action.
    • Take immediate command at scenes of crimes, accidents, incidents and other emergency situations until such time as he/she is relieved by an AOP Supervisor. Courteously but firmly direct citizens to assist if deemed necessary and summons appropriate aid.
    • Maintain records and reports, describing in detail accidents, incidents and emergency situations brought to his/her attention, action taken or assistance rendered. Written reports will be submitted to the AOP Shift Supervisor for further disposition and will be clear, concise and legible. Such reports will serve as an accurate basis for action by other AOP Security Officers and will provide possible factual and clear testimony in court long after the event is initially reported.
    • Prepare information and evidence of law violations as necessary for presentation to Prosecutors and the courts. Secure and serve warrants and other necessary processes.
    • Maintain order within the Gallery and grounds; promote public understanding of laws and ordinances and cooperation in their enforcement; direct pedestrian and motor vehicle traffic; give first aid in cases of emergency; supply information to the public pertaining to the Gallery and its collection in a direct, tactful and courteous manner; also assist the public whenever possible in a similar manner.
    • Maintain firearms and qualifies on an annual basis. Maintain other equipment in good condition, keep uniforms clean and neat and reports any discrepancies to the Shift Commander or one of his/her designated representatives.

    SPECIAL REQUIREMENTS AND CONDITIONS OF EMPLOYMENT:

    • Incumbent is required to qualify annually (at a minimum) with the standard firearm. Failure to re-qualify will result in removal from the position.
    • All applicants appointed to Law Enforcement positions must attend and successfully complete NGA training program. Applicants who fail to successfully meet this requirement will be subject to termination.
    • You must not have a history of domestic violence or child abuse/sexual abuse.
    • You must be able to become Cardiopulmonary Resuscitation (CPR), Automatic External Defibrillator (AED) and First Aid qualified and have the ability to read and understand written material in language of the security force.
    This position does not meet the definition of law enforcement officer (LEO) and is excluded from coverage as LEO for purposes of the Federal Employment Retirement System-Base Annuity IAW 5 CFR. Part 842. Subpart H

    The police credentials issued by the National Gallery of Art will not allow you to qualify under the: H.R. 218, the 'Law Enforcement Officer's Safety Act", S. 1132, the "Law Enforcement Officers' Safety Act Improvements Act" and H.R. 4310, the National Defense Authorization Act".

    Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. A person convicted of a misdemeanor or felony crime of domestic violence is not eligible for the position.

    QualificationsCandidates must meet the Qualification Standards Handbook requirements for the GS-0083-07. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-06 in the Federal service. Specialized experience is defined as providing protection of property, and valuable objects against the following hazards: fire, theft, damage, accident, trespass and maintaining order and protecting lives of staff and visitors. Successful completion of basic police training courses at an accredited law enforcement academy equivalent to the police basic police training at the Federal Law Enforcement Training Center (FLETC), the US Army Military Police resident training school or skills obtained by experience as a police officer with a Federal, state, municipal or military police force.

    • Knowledge and experience with Federal, state, or municipal criminal laws, rules and regulations to carry out the procedures and law enforcement practices of the unit.
    • Ability to provide foot and motor patrol in a public environment.
    • Ability to qualify on annual basis with the standard firearm.
    • Knowledge of laws, rules and regulations sufficient to have the ability to apply that knowledge to practical law enforcement situations as demonstrated by having successfully completed basic police training course at an accredited law enforcement academy (equivalent to the 10 week basic police training course at the Federal Law Enforcement Training Center (FLETC), U.S. Army Military Police resident training school, or equivalent local or state police academy.
    • Ability to communicate orally to be able to exercise courtesy, tact and diplomacy in dealing with visitors.
    • Ability to communicate in writing.
    In addition to possessing the qualifications listed above, the incumbent must:
    • Training Requirement: The incumbent must complete or must have previously completed an approved law enforcement training program at the Federal Law Enforcement Training Center or the equivalent of a State and/or Local certified law enforcement training academy.
    • Drug Testing: The position(s) which may be filled from this vacancy announcement have been identified as Testing Designated Positions under the Drug-Free Workplace Program.       • Verbally transmit information during face to face situations as well as via portable radio and telephone
      • Climb over or crawl under fixed obstructions such as utility pipes, ventilation ducts, and other objects in non-public areas
      • Move quickly to respond to emergency situations such as chasing suspects or responding to alarms.
