The City of Salinas invites applicants for the temporary position of Plan Checker I/II. This a non-benefited position; employees are limited in working a maximum of 25 hours per week not to exceed a 1000 hours per fiscal year. This recruitment will be used to establish a list of eligible applicants for future vacancies. Plan Checker I Physical Demands and Working Conditions:

Summary of Duties: To perform plans examination to ensure compliance with building codes, applicable construction laws, state regulations, city ordinances and nationally recognized standards.
Distinguishing Characteristics:
Plan Checker I This is the entry-level class in the Plan Checker series. It is distinguished from the level II by performing the more routine and standardized plan checking tasks. Incumbents typically have limited plan check experience and work under supervision while learning the full range of job tasks.
Plan Checker II This is the experienced, journey-level class in the Plan Checker series. It is distinguished from the level I by the ability to perform the more complex building plans examination work and projects.
Supervision Received and Exercised:
Receives general supervision from the Permit Center Manager/Building Official. Exercises no supervision.
1. Process plan reviews and respond to a wide variety of requests for information and related inquiries including front counter submittals, questions and reviews.
2. Review residential and less complex commercial construction/building plans, specifications and subdivision plot plans for compliance with established City standards, codes and regulations.
3. Assist departmental permit and plan review processing with other departments and appropriate agencies.
4. Calculate applicable permit fees and other charges.
5. Maintain appropriate plan files and related documents and records.
6. Prepare written reports and correspondence.
7. Confer with builders, engineers, contractors, architects, and the public concerning site improvement construction/building codes and permit requirements.
8. Conduct field verifications.
9. Promote and maintain safety in the workplace.
10. Perform related duties as assigned.
Plan Checker II
1. In addition to the examples of duties of Plan Checker I, review commercial industrial building plans and the more complex projects and systems.

Education and Experience:
Plan Checker I
High school/GED supplemented by two years experience in building design, plan review or combination inspections. A Bachelor’s degree from an accredited college or university in engineering or architecture may be substituted for the required experience.
Plan Checker II
Bachelor’s degree from an accredited college or university in engineering or architecture or four years of experience in building plan review or design.
Licenses and Certifications: A valid State of California Driver’s License
Plan Checker I
Obtain certification as a Residential Plans Examiner (R3) by the International Code Council (ICC) within one year of date of hire.
Plan Checker II
Possession of certification as a Residential Plans Examiner (R3) by the ICC or other equivalent certification and obtain certification as a Building Plans Examiner (B3) by the ICC within one year of date of hire. Certificates must be kept current during course of employment.Supplemental Information

Business office working environment subject to sitting at a desk or standing at a counter for long periods of time, bending, crouching, or kneeling at files, pushing/pulling of file drawers and supplies, reaching in all directions and prolonged periods of time working at a computer terminal. Visit construction job sites. Physical mobility sufficient to move about the work environment, ability to drive an automobile.
