KDB is seeking a dynamic Payroll Manager to join our team. This position will be located in Rockville, Maryland and report to Vice President of Finance.
Job Summary:
The Payroll Manager will oversee and supervise the organization’s payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations. The Administrator is also responsible for ensuring that all relevant payroll reporting to government, client and union entities is prepared accurately and submitted within required timeframes, either directly or through the firm’s payroll tax reporting vendor, ADP.
Supervisory Responsibilities:
- If needed, coordinates with other members of the Accounting team who may assist with payroll related duties and responsibilities as outlined below.
- Supervise additional Payroll staff as may be added in the future to accommodate growth.
Duties/Responsibilities:- Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
- Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
- Responsible for loading and maintaining union rates and fringe benefits in Viewpoint in accordance with the relevant Collective Bargaining Agreements.
- Processes automated timesheet entries on a weekly and bi-weekly basis.
- Uploads or enters timesheet data that does not come through automated processes
- Prepares and maintains accurate records and reports of all payroll transactions.
- Generates and processes weekly garnishment payments and provides required reporting to authorities.
- Serves as the SME (Subject Matter Expert) on payroll and pay related personnel rules and regulations. Communicates routinely with all staff and responds to all payroll related inquiries.
- Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
- Completes employment verification requests. Including E-Verify
- Submits certified payroll using LCP Tracker, Emars and DLLR (Prevailing Wage) websites, or submits paper copies of certified payrolls, if electronic reporting is not feasible.
- Logs, files and distributes the Certified Payrolls of Subcontractors, if required.
- Generates and reconciles monthly Union Fringe Benefit reports and coordinates and prepares payments.
- Reconciles all ADP reporting to various states on a quarterly and annual basis.
- Facilitates audits by providing records and documentation to auditors.
- Identifies and recommends updates to payroll processing software, systems, and procedures.
- Assists in the development and production of payroll-based reporting to facilitate better management understanding and control of the firm’s Labor costs, its largest expense.
- Oversees and coordinates the integration of the payroll function from acquired companies into KDB.
- Performs other duties as assigned.
Required Skills/Abilities:- Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.

- Proficient with Microsoft Office Suite; especially Excel
- Proficient with payroll software, (experience with Viewpoint, a plus)
- Experience in working with third party Payroll services (ADP, a plus)
Education and Experience:- Bachelor’s degree in Accounting, Business Administration, Human Resources, or related field required.
- Minimum five years of related payroll experience required, of which, at least two years must have been in a firm with union employees
Physical Requirements:- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift 15 pounds at times.
