Job Description:

The Oregon Eligibility Program, part of the Oregon Department of Human Services is looking for talented individuals with a passion for public service to apply for an Operations and Policy Analyst 1, ONE Data Integrity Business Analyst. In this role you will, act as a resource to staff for policy and procedures, and to oversee the benefit and eligibility process to ensure that programs are determined correctly. You will assist with data clean-up and corrections, such as duplicate or overlay client records, by performing research to determine appropriate action and then making corrections or referring to external sources as needed.

You must be a current employee with the Oregon Department of Human Services or a current State of Oregon employee to apply for this position. ABOUT ODHS Oregon Eligibility Program

The ODHS Oregon Eligibility Program Business Information Services (BIS) is responsible for ensuring DHS program and policy integrity in Enterprise IT Projects and in operations and maintenance efforts. BIS specializes in standards and practices of Business Analysis and User Acceptance Testing Services related to Enterprise IT solutions. ODHS Oregon Eligibility Program , contributes to the DHS mission and program integrity through the following services:

  • Provides collaboration and strategic planning with State, Agency, Program and other related business and IT organizations regarding governance, priority and resource management of IT projects and enhancement, as related to State and DHS Business Information Services.
  • Provides vendor, contract, and budgetary oversight, as directed, for some Enterprise IT projects and operations and maintenance solutions, as defined.
  • Design and application of Enterprise level business analytic and testing service standards and practices.
  • Provides centralized Business Analytic support to Enterprise level IT projects and enhancements.
  • Provides centralized Business Analysis and User Acceptance Testing services for the OregONEligibility (ONE) system.
  • Provides a scalable central BA and UAT model for other IT solutions, as defined.
  • Collaborates with all other agency Business Support Units (BSUs), Business Information Service units (BISs) and other to promote best practices, process improvement and increased program integrity across all Business Analytic services bridge the gap between IT solutions and business need. They assist DHS program policymakers maximize strategic use of technology, while defining clarity and precision in our business solutions. Rigorous Business Analytics and system testing improve our projects, systems and increase program integrity across our Enterprise.

What you will do:

The ONE Data Integrity Business Analyst implements the ODHS mission by supporting the delivery of services and financial assistance to Oregon Health Plan, Aging and People with Disabilities, and Self-Sufficiency customers giving them a minimum standard of living and access to resources leading to economic stability. This is accomplished through providing -mentoring, coaching, training, and guidance to benefit and eligibility workers and family coaches.

This position functions are an integral part of the leadership team; the incumbent acts as a lead worker for staff and may act on behalf of the branch operations manager in their absence and is a resource when they are present.

Perform independent and collaborative research, review, and analysis of data integrity across multiple technical (IT) systems, interfaces, and environments; supports data for multiple independent and interrelated Program and policy areas related to Eligibility and Benefits and the OregONEligibility (ONE) system solution.

Analyze operational reporting requirements by comparing information systems to regulations. Facilitate groups that identify processing or system errors. Work jointly with agency program staff to help them access needed data, or plan business reporting needs.

Collaborates with business operations, Triage and Business Analyst teams as needed regarding data analysis, planning, validation, and resolution related to operations and change requests related to data interfaces, conversion, and overall integrity.

Perform analytical research related to testing of software enhancements; prepare written test cases and procedures for use in test execution, to assess and report the extent of success or failure of each software fix or enhancement, based on business requirements and design specifications.

Working conditions:

  • Job is fast paced with a high volume of customer contact, including, but not limited to, phone support, keyboarding computer entries, paperwork, and long periods of sitting at computer may be necessary.
  • Ongoing emotional and mental pressures are regular conditions of this position.
  • May require infrequent travel overnight to remote locations across the state. Employee is required to possess and maintain a valid driver’s license and acceptable driving record.
  • Telework or alternative work location will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
  • This is a regular work schedule with a normal workday of 8 hours. The usual work hours will be from 8AM to 5PM. However, when in the interest of operational needs, the starting and ending times for a particular 8-hour day may be adjusted. Occasional compensated overtime may be required. Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills;
OR
Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.

Successful candidates will possess the following essential attributes:

  • Advanced knowledge in existing system and determining eligibility for one or more of the following programs: SNAP, TANF, ERDC, OSIPM, non-MAGI Medicaid and MAGI Medicaid.
  • Skill to accurately document test results.
  • Skill to collaborate effectively with other team members, subject matter experts, agency personnel and third-party vendors.
  • Advanced knowledge of current system functionality and operational procedures.
  • Experience with community public relations and working with diverse people.
