QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Individual Occupational Requirements for Nursing Series, 0610.
SPECIALIZED EXPERIENCE: One year of specialized experience which has given you the particular knowledge, skills, and abilities (KSAs) as shown below required to successfully perform the duties of the position. This performing nurse duties in the flight environment on all mission design series aircraft used by the aeromedical evaluation; instructing flight nursing for ground and in-flight training; provide staff management and standardization of aeromedical evacuation units and training programs. At least one year of the specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-11 grade in the Federal service.
Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Skillful application of nursing practice and clinical standards of care to the AE mission planning process.
2. Knowledge and skill applying applicable federal, DoD and USAF program requirements and guidance to the AE mission area.
3. Knowledge and skill instructing flight nursing for ground & in-flight training, initial & upgrade training for instructors/examiners.
4. Ability to plan, organize and supervise clinical and aircrew aspects of AE clinical operations. Ability to manage USAF training programs.
5. Knowledge of AE mission, command relationships, operational concepts, contingency, mobility, and plans requirements. Knowledge of relationships between various USAF entities, MAJCOMs and DOD in overall planning and execution of military operations.
6. Ability to analyze changes in operational mission environment and direct organizational changes to meet emerging requirements. Qualified and current aeromedical aircrew member at the FN Instructor/Examiner level IAW AFI 11-2AE V1.
7. Ability to resolve complex issues and maintain good working relations. Ability to communicate effectively both orally and in writing.
OTHER SIGNIFICANT FACTS:
1. This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA).
2. Must maintain mission-ready, aircrew (flying status) at flight instructor (FI) and flight examiner (FE) qualification level. Periodically, as prescribed by regulations, must take and pass aircrew standardization/evaluation examinations consisting of both written tests and actual flight performance to demonstrate flight knowledge and ability.
3. Aircrew and management duties include stress (both mental and physical), including but not limited to, exposures to extremes of all stress of flight (temperature, vibration, barometric pressure, partial pressure of oxygen, noise, humidity, fatigue).
4. Aircrew duties may include exposure to other hazards associated with aircraft flight, including but not limited to, combat aircrew training sorties, low level flight, formation flight or aerial refueling,. During engine running on-load and off-load, may be exposed to dangers posed by the engines and high velocity exhaust. As a healthcare provider, member may be exposed to clinical/pathological dangers associated with patient care of sick or injured in an operational/aerial healthcare environment.
5. The incumbent may be required to work an uncommon tour of duty with brief advance notice as necessary to meet special or essential unscheduled activities.
6. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY).
7. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC.
8. The position requires the incumbent to obtain and maintain a security clearance level designated for this position.
9. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
10. This is a testing designated position (TDP). The employee is subject to random drug testing.
11. This position requires current, unrestricted registered nurse (RN) licensure and requisite skills training/qualification to maintain nursing licensure. Completion of USAF Flight Nurse Course and aeromedical evacuation crewmember (AECM) qualification/currency is required.
12. The position requires the incumbent to obtain and maintain various ADPE skills and accounts such as TRAC2ES, GDSS2, SMS, MRDSS, AFTR, and others. Incumbent will also be required to analyze data and collect, evaluate and extrapolate data for other systems/programs such as operational reports, training summaries, flying/participation and other similar programs.
13. Comprehensive knowledge of Air Force, DoD, and civilian sector operational health care systems to include, ancillary/support services, managed and contract care, medical operations and in-route medical support, and adjunct health care systems. Ability to manage/coordinate nursing programs to encompassing: logistics, operations/support, human resources, patient administration, patient safety, medication management, aircrew training, staff development, and advanced clinical certification programs.
14. The position requires the incumbent to research, present and evaluate clinical competency training/qualification and advanced clinical/nursing skills to assigned organizational nursing and non-healthcare provider personnel to ensure licensure, certifications and competencies meet program requirements and applicable nursing/medical standards of care prescribed for the aeromedical evacuation operational environment.
15. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities.
16. Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position.
