USAID’s Next Generation Global Health Supply Chain Suite of Programs (NextGen), as part of the Global Health Supply Chain (GHSC) program, ensures quality procurement and delivery of health commodities through robust global and local supply chains, while strengthening in-country supply chains. Within this global initiative, the Control Tower will operate a central information hub to support the operations and management oversight of NextGen, provide end-to-end visibility of commodities and supply plans, enable data-driven decision-making, and reinforce information-sharing and collaboration across multiple programs and initiatives including President’s Emergency Plans for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI), Population and Reproductive Health, and Maternal and Child Health and Nutrition.

Panagora Group seeks a MEL Director to be proposed as part of the anticipated Next Generation Global Health Supply Chain (NextGen) Control Tower award. The MEL Director will oversee a team of long- and short-term specialists to ensure the activity blends data analytics, monitoring and evaluation (M&E), implementation learning, and knowledge management to strengthen public health supply chain systems sustainably.

Responsibilities:

• Lead a diverse team of long- and short-term technical specialists to provide technical and advisory services in planning, designing, conducting, disseminating, and learning from M&E and other data related to USAID global health supply chain activities.
  
• Provide technical leadership in the development and implementation of the project’s monitoring, evaluation and learning plan and CLA framework and processes to create, capture, organize, share, and apply knowledge to strengthen global health supply chains toward sustainably achieving USAID health outcomes.
  
• Responsible for oversight of gathering and evaluating information and ensuring that findings are accurately presented in all internal and external reporting and tracking tools.
  
• Lead development and design of project systems to track program progress including KPIs, dashboards and reports in alignment with USAID policies and expectations.
  
• Lead management of data access for required USAID and partner stakeholders for analysis and reporting.
  
• Lead development and implementation of performance monitoring plans, reports, work plans, and required routine reports.
  
• Ensure project scope and activities are compliant with USAID policies.
  
  

Requirements

• Master’s degree or higher in public health, international development, business, social sciences, or other relevant disciplines.
  
• At least ten (10) years of demonstrated experience in monitoring and evaluating public health and private sector health initiatives.
  
• Proven experience designing, implementing, and supervising M&E efforts for multi-country complex programs, including developing performance metrics and frameworks to benchmark systems improvements and achievement of results.
  
• At least five years of experience leading diverse technical teams in knowledge management, change management, or strategic communications initiative, both onsite and remotely.
  
• Demonstrated experience developing program’s capacity to set goals and objectives, identify outputs and outcomes, and collect and use indicator data, including designing a system of programmatic results and their contribution to country, regional, and global improvements.
  
• Proven ability to design rigorous qualitative and quantitative data collection systems and knowledge of data analysis methods.
  
• Strong understanding of USAID regulations, approaches, and operations, especially related to M&E reporting requirements, collaboration, and global health; experience in medicine quality practices and health supply chains required.
  
• Possess strong interpersonal, writing, and organizational skills for reporting on program and study results.
  
• Familiarity with USAID and public health programming required.
  
• English required; proficiency in one or more foreign languages preferred.
