Overview:
We are looking for a Senior Contract Specialist to:
- Carry out pre-determined and recurring cradle to grave contract specialist duties.
- Conduct acquisition planning, solicitation preparation, market research/analysis, source selection and administration of terms and conditions, cost/price analysis, negotiation, preparation of contract award and modifications, support government in the evaluation of contractor performance, contract termination, and contract closeout.
Specific Duties and Responsibilities:
- Works through the requirements development process with the customers, ensuring that the customers understand their role in the acquisition process, recommends innovative acquisition methods
- Coordinates with customers to understand the business of their office and offer acquisition strategies for the procurement plans
- Assists offices with procurement planning
- Offer one-on-one training regarding acquisition packages and the documentation required to construct a complete and acceptable requirements package
- Participate in customer meetings to ensure knowledge of the entire acquisition portfolio
- Report on progress of assigned acquisition activities
- Acquisition Strategy Support - Provide advice and recommend acquisition approaches, strategy, risks, contracting methods, competition, sources, schedule, and prepare draft acquisition plans. Work Products include draft acquisition plans
- Market Research and Market Surveys - Assist in market research; identify potential sources, categories and size of businesses
- Miscellaneous Pre-Award Documents - Assist in drafting justifications, memorandums, sources sought notices, or other necessary acquisition-related documents
- Request for Proposals/Quotes
- Source Selection Evaluation Criteria - Assist in preparation of source selection evaluation criteria and make recommendations as to relative importance of the criteria
- Source Selection Support - Assist in preparation source selection plans, technical evaluation plans, and vendor screening plans. In addition, the Liaison will assist in consolidating and documenting the Government's source selection evaluation and decision
- Contract Award Support - Assist in preparation of draft award and associated documents. Deliverables include draft award documents
- Post award support including modifications, terms and conditions, invoicing, data management, and closeout support activities
- Information Technology (IT) buying as needed
- SSC onsite staff as a senior advisor, mentor, trainer
- Assist in ancillary acquisition support, as requested
Required Qualifications
- Bachelor's degree and at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- 4+ years of overall experience.
- At least 2 years' acquisition experience with or supporting Civilian and/or DOD agencies.
- Expert knowledge in pre-award contract support and post-award contract management.
- Knowledge and exposure to cost reimbursement/cost sharing contracts and review of claims and equitable adjustments.
- Ability to simultaneously manage, coordinate and pursue multiple, complex projects and activities.
- Extensive knowledge of the FAR and/or associated FAR supplements.
- Contracting experience with FAR 8.4, 12, 13, 15, and 16.505.
- Acquisition planning, market research, and drafting technical requirements.
- Knowledge of negotiation techniques and skill in devising negotiation strategies to deal with contractors in resolving such problems as reducing costs, adjusting delivery schedules, and negotiating in sole source environments.
- Knowledge and skill in applying analytical and evaluative techniques to the evaluation of contract proposals and knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect acquisition.
- Must be proficient in MS Excel, MS PowerPoint, and MS Word.
Desired Qualifications:
- One of the following Contracting related certifications: DAWIA Contracting Level III, FAC-C Level I, II, III, strongly desired or CPCM.
