ABOUT THE DEPARTMENT
The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children’s Services, Adult Services, Public Health and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.
Administrative Services includes the HHSA Director’s Office, Business and Support Services, Outcomes, Planning and Evaluation, and Community Relations and Education. Each of these groups supports the branches to help them achieve their goals.
ABOUT THE POSITION
Under supervision, to perform a variety of clerical support duties in a medical division; and to do related work in a patient care and treatment area.
DISTINGUISHING CHARACTERISTICS
This class is one of a clerical and administrative aide to a hospital unit, public health clinic, or mental health outpatient facility. Medical Services Clerks assigned to the operations desk assist in the admissions process, expedite the flow of written and oral information among appropriate personnel, and relieve health professionals of administrative detail in patient care.
EXAMPLES OF ESSENTIAL DUTIES
Acts as the receptionist within the division or unit of assignment; answers the telephone and replies to routine questions; makes appointments; takes and relays messages; checks medical records to see if orders by physicians have been completed and places reports and other materials in the records, such as laboratory slips and X-ray reports; records, admits, transfers, and discharges; interviews patients and/or relatives to obtain personal and insurance information; makes calls to various hospital areas or clinics on matters relating to patient care activities; maintains records and assists in the preparation of forms and reports and types these materials; orders and maintains adequate unit supplies; prepares and maintains daily patient census; orders dietary supplies and records change in patients' diets; may arrange patient transportation; cashes out daily.
TYPICAL QUALIFICATIONS
Any combination of education and experience sufficient to directly demonstrate possession and application of the following:
Knowledge of: Clerical practices and procedures; procedures and techniques involved in providing personal service for patients, and in caring for equipment and supplies; common medical terminology routinely used in reports, patient records and charts for the division to which assigned; hospital or clinic layout, routine, procedures, and policy; interviewing techniques.
Ability to: Follow technical oral and written instructions involving a considerable amount of medical terminology; interview people and evaluate the accuracy of the information given; work effectively in emergency and stress situations; type with accuracy and moderate speed; establish and maintain effective working relationships with staff personnel and the public; operate common office equipment as required by nature of assignment.
These standards are typically attained with one or more years of clerical experience in a medical setting, affording an opportunity to gain familiarity with medical terminology, forms, and procedures applicable to the support level.
IDEAL CANDIDATE
This candidate must be able to review our client's electronic health records (EHR) for completeness and accuracy. They must have proficient skills to audit documents for correctness applying federal and state regulations required for a legal medical record. These skills are vital for reviewing Release of Information forms, Progress Notes and other documents maintained in a client's record. Efficiency with identifying errors or missing information and be able to take required corrective steps to ensure a complete and accurate medical record. This person should be sensitive to deadlines and identifying actions to improve our paper and electronic processes. Applying your medical records expertise to assist staff with questions or training as required on a regular basis is ideal. This candidate should be organized, have excellent communication skills, excellent attendance, a positive and helpful attitude and be a team player.

12 paid holidays (96 hours) per year.
10 working days a year during the first three years of service; 15 working days a year - 4 through 9 years of service; 17 working days a year - 10 through 15 years of service; 20 working days a year - 16 or more years of service. Note - accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.
96 hours of sick leave are earned each year with no maximum accrual. Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave. Unused sick leave may be converted to PERS service credit upon retirement. Note - accrued sick leave may not be used until after three months of employment. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.
Maximum of 24 hours for each non-concurrent death in the immediate family.
Shasta County contracts with PERS for medical insurance and has an alternative Blue Cross plan. Employees in the Teamsters bargaining unit are insured through a Teamsters Trust plan. Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium. Contributions are made for a portion of a retiree's insurance premium.
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.
The County pays the employee premium and employees may enroll dependents at their own expense.
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit.
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security. Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit. Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit. Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62. Please review the specific MOU for stipulated retirement formulas.
Employees pay 7.75% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contact, or Personnel Rules as appropriate.
