Observers conduct onboard and alternative platform observations of commercial gillnet trips to collect fisheries dependent data. The data collected by the observer program informs adaptive management decisions used to mitigate endangered species interactions in the state’s gill net fishery. In addition, the data are used in stock assessments and to monitor bycatch and effort in many of the other state fisheries. Observers collect biological data (i.e. length, weight, species, etc.), fisheries effort data, record and proof data collected by the observer program, use appropriate protocols to handle sea turtles and other protected species, and communicate effectively with fishermen and other members of the public. Observers are provided excellent training, gain extensive field experience, and will have the opportunity to participate in other division sampling programs. The observer will trailer and operate boats on a regular basis, possibly in inclement weather, travel frequently for day trips and overnight trips, and work both as a member of a dynamic team and independently.

Knowledge, Skills and Abilities / Competencies

• 
  Knowledge of the principles, methods, and procedures of fisheries management.
• Knowledge of estuarine and marine species identification.
• Thorough knowledge and understanding of commercial and recreational fisheries and fisheries gear.
• Experience preparing and maintaining data, records and reports.
• Experience operating and maintaining boats, motors, sampling gear, and related equipment.
• Experience working with members of the commercial and recreational fishing industry, and the general public.

Applicants who were born after January 1, 1988 must be in compliance with the requirements for boating safety education, General Statute 75A-16.2.

Minimum Education and Experience Requirements

Associate's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution; or an equivalent combination of education and experience.
