DutiesSummary

Serves as Manager, International Space Station (ISS) Research Integration Office, reporting to the ISS Program Manager. The incumbent has management responsibility for the cost, schedule, integration, development, deployment, operation, on-orbit test, verification, and technical performance of payloads to be operated on the ISS for the advancement of research and technology. This responsibility includes ISS research execution and integration for all research selected for flight on the ISS.

• -Chairs the ISS Research Integration Control Board (RICB) and the Multilateral RICB required to manage and control ISS on board research. The RICB and MRICB provide the Program's integration and decision forum for the ISS Program elements and institutional organizations to collectively bring together the expertise necessary for research and science issue resolution for the ISS vehicle.

• -Establishes and manages the research manifest, which includes funding, and allocating, and utilizing ISS and Program resources and managing operations and integrated research priorities.

• -Manages the Increment Science function across all governmental and commercial research programs and international partners, performing research trades and resolving conflict and priority issues in an effort to ensure that the best possible science emerges for all space investigations in the most timely and effective manner.

• -Manages the research and science teams to maximize utilization by using cost-effective and innovative solutions to issues and choke points related to on-orbit vehicle systems architecture, performance, or functionality.

• -Directs and manages NASA and contractor component-level utilization support services including payload planning, crew, ground support, and user team training, integration, ground processing, and laboratory support equipment.

• -Expedites processing of experiments for ISS racks and pallets, and payload operations for all research-related hardware and software on-board the ISS.

• -Directs the overall management of the payload and utilization cost, schedule, and technical content for the ISS Program.

• -Maintains a world-class facility through enhancements and technology applications.

• -Establishes and conducts reviews of ISS Program payload activities.

• -Manages technical implementation of commercial research into the ISS Program.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.

  QualificationsYou must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.
  
  To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately.   MANDATORY TECHNICAL QUALIFICATIONS:
  
  MTQ 1- Demonstrated professional knowledge of the principles and practices of low Earth orbit payload development, facility capabilities (such as ISS laboratory resources), and the processes necessary to develop integrated research plans and counsel first-time payload developers from concept to on-orbit execution.
  
  MTQ 2- Demonstrated expert professional experience in utilization and research operations on-board the International Space Station including both government funded programs and commercially funded programs. Education

  A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
