Description

Lead schedule writing, run cutting and fleet assignment for fixed route and rail service. Manage the activities of schedule making and service adjustments. Manage production of schedule writing and run cutting inputs and outputs, including data for export to external systems. Manage production of scheduling materials for operators and transportation managers. Supervise Schedule Writers, Schedule Technicians, and other staff. Develop priorities for schedule revisions, approve schedule changes, and communicate changes to stakeholders. Manage the production of schedule making and oversee run cutting inputs and outputs, including data for export to external systems. Manage analysis, databases, and software customization for transit scheduling including blocking, run cutting, vehicle assignments, and performance statistics.

Ensure a commitment to safety and reliability through effective leadership, role modeling and implementing practices that demonstrate safe and reliable service is a fundamental value and a priority in all aspects of work. Perform other duties as assigned.

Essential Functions

1. Lead preparation, production and dissemination of bus, streetcar, and rail vehicle and employee schedules. Determine operator workforce requirements for vehicle operation, including scheduled service, vacation relief and extraboard requirements. Monitor and evaluate performance data to identify priorities for schedule changes.

2. Supervise Scheduler Writers; establish goals, priorities, and procedures for staff projects; manage the schedule making process including data collection, analysis, and schedule design. Check proposed schedules for accuracy and attention to detail; approve schedule changes.

3. Supervise Schedule Data Technicians to ensure accurate and timely production of scheduling and operator workforce materials.

4. Manage and perform computerized run cutting for scheduled operator work assignments. Ensure compliance of run cuts with collective bargaining agreement, budget and operator requirements. Maintain run cutting parameters to ensure accurate operator payment.

5. Reports, maintains and documents scheduling process and procedures to ensure uniformity, consistency and accuracy in the work processes followed and delivered by the Scheduling team.

6. Create bus, streetcar, and rail schedules to conform with policy guidelines related to service levels and load standards. Monitor bus, streetcar, and rail service levels to ensure efficient use of equipment and personnel including compliance with budget and resources. Develop and apply methodologies to set priorities for schedule changes within budget levels and agency polices, plans and programs. Manage resources related to schedule changes, such as service hours and vehicle utilization.

7. Identify and implement opportunities for improving efficiency, on-time performance and service quality.

8. Ensure vehicle assignments by garage and route are optimal while maintaining adequate spare ratios and supporting Maintenance Department needs.

9. Coordinate with agency staff throughout schedule development process.

10. Manage data transfers between Scheduling systems and agency enterprise database in consultation with IT staff. Monitor data flow to assure appropriate integrity of data, archiving of old data and consistency. Work with IT staff to resolve network, database, server and workstation issues in a timely manner.

11. Ensure scheduling spatial data is in conformance with agency GIS technology standards.

12. Manage the planning and preparation of new and/or revised bus, streetcar, and rail schedules including related reports and materials. Prepare or supervise the preparation of cost analysis reports regarding operations, equipment, and personnel forecasts for planning purposes. Communicate draft and final schedule changes, priorities, timelines, and resource impacts. Manage coordination of scheduling services provided specifically to other Operations departments.

13. Provide effective coaching and counseling to guide employees toward high work standards and performance. Monitor, develop, and evaluate to improve employee work products and performance including manuals, guidelines, and forms.

14. Stay current on technical advances in scheduling, transit operations, electronic data collection devices, etc., through relevant training classes, professional groups, and associations. Apply new information and technology as appropriate.

15. Prepare and present cases for grievances and terminations. Render appropriate decisions as required in the Working and Wage Agreement. Lead compliance and evaluation of Break Period and other service-related agreements.

16. Manage scheduling software contracts and upgrades. Oversee software customizations for specialized use of advanced scheduling software functions to analyze and recommend changes for schedules, blocks, run cuts and vehicle assignments. Assist with scheduling data requirements including specialized data querying and manipulation in support of scheduling applications to provide performance information to staff.

Position RequirementsA minimum of a Bachelor's Degree is required.

Bachelor's degree in Transportation/Urban Planning, Statistics, Transportation/Logistics, or a related discipline. Master's degree in related field desirable.

A minimum of ten (10) years total credited experience.* Progressive experience with three of those in a supervisory-level position in operations, scheduling, service planning, special event service planning, and manpower planning.

Valid Oregon Class C driver license.

Or any equivalent combination of training and experience.

Pension
Defined Contribution Plan 401(a)
TriMet provides a defined contribution pension plan to non-union employees. TriMet deposits the equivalent of 8 percent of a non-union employee's base pay into an investment account each pay period. The employee also has the option of contributing up to 15 percent of his/her base pay pre-tax to the account each pay period. The employee directs the investment of the employee's individual account. The employee is vested in the account after three years of service.

Deferred Compensation Plan 457
A Deferred Compensation Plan Section 457 (a plan for public employees) allows the employee to build retirement savings with pre-tax dollars to supplement pension, Social Security and private investment.

Sick Leave
Employees receive 12 sick days of leave for a total of 96 hours (8 hours x 12 days) each January 1. Unused sick leave can be carried over to a maximum of 1,700 hours (212.5 days). Employees hired mid-year receive a prorated amount of sick leave for the first year hired. Upon separation, 60% of accrued sick leave is deposited into your 401(a) account up to a maximum of 1,700 hours.

Holidays
Non-Union employees have one day off with pay on each of the following holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas.

Personal Days
Each regular non-union employee is allotted six (6) personal days with pay to be used within the calendar year. Employees hired mid-year receive a prorated amount of personal day for the first year hired.

Vacations
Employees accrue vacation eligibility for each continuous full year of service effective on the date of hire anniversary. For employee hired on or after November 15, 2012, the following schedule will apply:

  • During the first year of employment with TriMet if employment is terminated within the first year, the two weeks of vacation are not eligible for payout. Other than during the first year of employment, if employment is terminated, both the employee's banked vacation, and the vacation that has accrued ratably since the employee's last date of hire anniversary is eligible for payout in accordance with this policy.

Free Transit Pass
All active employees, their spouses/domestic partners, and eligible* dependents are eligible for a photo identification badge, which is honored as a bus/MAX pass on all lines of the District.
  • Child dependents are eligible for a free transit pass up to age 19, or age 24 if living at home and attending school full-time.

Frequent Flyer Mileage
Frequent flyer miles (miles flown on business or resulting from a business expense) may be applied to personal frequent flyer miles.

TEI Membership
TriMet's corporate fitness center (TEI) is available to employees, and their spouse or eligible domestic partner, at five locations. Membership dues are only $13.00 per month for TriMet employees and an additional $6.00 per month for a spouse or eligible domestic partner.
