This position is located in Office of the Regional Administrator, Office of the Assistant Secretary for Administration and Management (OASAM) in Philadelphia, PA. This position is outside the bargaining unit. No PCS is authorized. Telework Eligible: 3 days The employee serves as an analyst and advisor to the Regional Administrator (RA) on administrative, programmatic, and human capital initiatives and operations. The incumbent provides an extensive range of analytical and advisory services for assigned program areas in support of the RA and other OASAM divisions in the Philadelphia Region. These duties require the incumbent to have an in-depth knowledge of policies, procedures, and regulations related to the complexity of processes being studied, program administration, and the appropriate use of assessment techniques/ tools. The incumbent examines and provides updates on program recommendations from division heads and program managers. Serves as principal advisor and counselor to the RA in identifying, analyzing and resolving OASAM issues through coordination with the department and provides advice and support on policy, program goals and issues having a regional and/or national impact. Provides direction and administrative oversight in the optimal utilization and management of systems, such as overseeing research, studying trends identifying problems, analyzing options and making and communicating findings and recommendations to executive-level staff on problems and solutions to solve those problems. Independently coordinates and implements project initiatives, which involves: researching and analyzing data related to all program stages including market research, productivity improvement, management controls, and strategic planning; initiating and coordinating management and organizational studies, and cost benefit and feasibility analyses related to the Department's strategic plan and in cooperation with appropriate agencies; coordinating Regional Office activities with the National Office and other regions, agencies, and organizations; preparing reports on activities and trends concerning various program initiative areas; conducting research on prospective organizational partnerships with various entities in support of program initiatives; and developing and providing guidance and advice to regional offices as needed. Serves as senior analyst and point of contact on Presidential and Departmental initiatives such as the Federal Activities Inventory Reform (FAIR) Act and the Cost Accounting Model. Keeps supervisor apprised of intra-office situations. In the absence of the RA assumes responsibility for ensuring that requests for action or information, which would normally receive the RA’s attention, are made known to responsible functional division chiefs. The incumbent is responsible for the coordination of the DOL Region III Annual Awards Ceremony, including planning and logistics. Serves as the Regional Telework Coordinator responsible for the Philadelphia Region telework program. Incumbent prepares confidential worksheets and other documents for the RA such as performance documents, etc. Develops and assists in the development and maintenance of OASAM Philadelphia Region Standard Operating Procedures (SOP’s) on office policies, procedures, and protocol. Leads or assists in initiating, developing and coordinating project plans, management, and organizational evaluations or similar studies as related to the Department’s and OASAM’s strategic plans. Serves as liaison between the RA and other offices outside and within DOL, REC, and FEB and with any committee or task force in which the RA participates. Identifies and tracks administrative areas that call for studies to improve the effectiveness and efficiency of management operations. Incumbent provides assistance and back-up support to the Financial Management Specialist /Training Officer who provides oversight and guidance to the regions for the department’s regional transit subsidy program, travel and training. Incumbent assists the RA in the coordination of analyzation of OASAM training and purchase requests before they are finalized and committed to budget, making recommendations as needed to keep within budget and prioritizing as necessary. Serves as the Regional Freedom of Information Act (FOIA) Coordinator, including receiving, recording and controlling all FOIA requests. Experience managing financial functions to include office funding allocations, and reporting budgetary and procurement activities. Experience that demonstrates comprehensive knowledge of general management principles and practices sufficient to assess standard processes, such as space and overall facility management; personnel management, safety and health, labor and employee relations and compliance with labor agreements, congressional and FOIA. General knowledge and command of written communications skills in order to prepare reports and document results of studies and assignments; prepare policy papers and directives.
