THE AGENCY
The General Services Agency (GSA) is responsible for a broad spectrum of services to all the County departments and agencies including Fleet Services, Facilities, Procurement, Special Services, Security and Business Support. The Parks Department also is part of GSA and manages fifteen (15) different parks, three (3) regional golf courses, five (5) community centers and three (3) regional trails. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.

THE POSITION
Under general supervision, performs maintenance, repair, and/or replacement of mechanical and electrical systems within large public buildings or areas, including detention facilities. May be required to give technical instruction to a crew on a specific job assignment. Incumbents work rotating shifts, including weekends.

The successful candidate will be skilled in the repair of electrical, plumbing, mechanical, and other building systems/equipment in commercial, and or multi-building campus type settings. Additionally, the candidate will have excellent customer service skills and the ability to understand, apply, and adhere to established policies and procedures. Finally, the ideal candidate will be self-motivated and have the proven ability to communicate and work effectively with others as a team player, as well as skilled in the use of computer based maintenance record keeping systems.

Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

Examples Of Duties

Duties may include, but are not limited to the following:


  • Inspects, repairs and/or replaces plumbing connections, seals, water and sewer lines, valves, lavatory and shower fixtures, hot water heaters, water softeners, drinking fountains, and centrifugal pumps.
  • Examines, replaces, and/or repairs switches, lights, ballasts, circuit breakers, panel boxes, transformers, relays, electrical doors, and electrical controls.
  • Operates various electrical metering devices, power snakes, threading machines, power tools, and other mechanical equipment.
  • Overhauls and repairs low pressure boilers, heat exchangers, refrigeration and ventilation systems, compressors, motors, fans, gauges, meters, electro-mechanical and gear operated cell doors.
  • Maintains records on equipment, services, and work hours expended using computer based record keeping systems.
  • Performs minor welding, painting and carpentry work.
  • Receives and investigates day or night emergency calls.
  • Repairs and installs steam kettles, ranges, ovens, fryers, refrigerators, freezing units, garbage disposals, dish washers, ice machines, food carts, washers, dryers, ironers, and other kitchen and laundry equipment.
  • Inspects elevators and related safety equipment.
  • Performs other related duties as required.
Maintenance Engineer is represented by the International Union of Operating Engineers (IUOE), Local 501 and is eligible for overtime compensation.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE
Any combination of training and experience in the maintenance and repair of mechanical and electrical equipment and systems which has led to the acquisition of the required knowledge, skills and abilities.

The required knowledge, skills, and abilities can also be obtained by possessing a minimum of three (3) years of increasingly responsible building maintenance experience which includes the repair of minor electrical and mechanical systems and equipment.

NECESSARY SPECIAL REQUIREMENTS
Must possess a California driver license.

Must undergo in-depth Sheriff and Probation Department Background investigations and receive clearances from both departments prior to hiring. Maintaining such clearances is a condition of employment.

Must have experience in maintenance and repair in large commercial, industrial, and/or campus type settings.

Must also be able to sit, stand, walk, kneel, crouch, squat, stoop, reach, twist, and lift heavy objects.

Applicants must indicate on their application that they are willing to work ALL shifts in ALL areas of the County. Maintenance Engineers must be available to work a rotating schedule, including weekends.

DESIRED
Experience with boilers, pumps and chillers.

Knowledge, Skills, and Abilities:
Working knowledge of:

  • tools and materials used in general maintenance and repair of mechanical and electrical equipment;
  • methods used in maintenance and minor repair of mechanical, electrical, and plumbing systems and equipment;
  • basic mathematics;
  • working knowledge of current office computer systems, software and computer-based maintenance record keeping systems;
  • fundamentals of electricity and plumbing;
  • mechanical principals;
  • codes relevant to the installation and operation of electrical and/or mechanical equipment;
  • occupational hazards and safety precautions.
Working skills to:
  • properly use and maintain power and hand tools;
  • diagnose the cause of electrical, mechanical or system failures;
  • work independently with minimum instruction;
  • interpret blueprints and sketches.
Working ability to:
  • perform a variety of building maintenance and limited repair work in the electrical and mechanical trades;
  • use standard hand and power tools;
  • follow oral and written instructions.

SUPPLEMENTAL QUESTIONNAIRE - qualifying
All applicants are required to complete and submit the questionnaire for this exam AT THE TIME OF FILING. The supplemental questionnaire may be used throughout the exam process to assist in determining each applicant's qualifications and acceptability for the position. APPLICATION EVALUATION - qualifying
All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.


WRITTEN EXAMINATION - 100%
An un-proctored, internet-based, job-related written examination will be conducted to evaluate participating applicants' knowledge of principles, practices, and procedures of general mechanics, plumbing, boilers, electrical, air conditioning, reading comprehension, and safety for successful performance on the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future regular (including temporary and fixed-term), intermittent, and extra help vacancies.
VALIDATING PROCTORED WRITTEN EXAM
Offers of employment may be conditional to the candidate until taking and passing an on-site, proctored exam similar to the un-proctored, internet-based exam.
Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies. There are currently two (2) vacant Regular positions.

BACKGROUND INVESTIGATION
Applicants may be subjected to a thorough background investigation which may include inquiry into past employment, education, criminal background information, and driving record. Candidates for the position of Maintenance Engineer must undergo a Sheriff and in-depth Probation Department background investigation and receive clearances form both departments prior to hiring.
