Logistics Acquisition Analyst

Supports the PMS 408 Principal Assistant Program Manager (PAPM) for Expeditionary Medical (ExMed) as a Logistics & Acquisition Analyst, involved in the acquisition and sustainment of a Family of Systems (FOS) of ExMed Programs, , in accordance with applicable DoD, federal, municipal, and local standards and regulations. Efforts will include acquisition document development, planning, and risk management.
Job Responsibilities Include but are not limited to:
- Focus on the policy, analysis, planning, programming, and oversight required to acquire of Deployable Medical Capabilities.
- Collect, display, and interpret program logistics-related data/metrics to determine logistics objectives and goals, identify support requirements, note issues between budgetary and other resource limitations, and conduct trade-off analyses.
- Review and provide feedback of Table of Allowance (TOA), Program Objective Memorandum (POM), Life Cycle Sustainment Plans (LCSP), and other program data and provide feedback to Stakeholders on impact to the sustainment of current equipment or new emerging capabilities.
- Serves as the SME and liaison between the Program Office, Technical/Systems Integration, Engineering, and Logistics units to understand all ExMed Program requirements.
- Prepare formal Program Management briefings and status reports using Microsoft PowerPoint. Generate and maintain complex Financial Trackers using Microsoft Excel to monitor and maintain contract and CLIN level funding on Navy ACAT programs. Follow established procedures and provide creative input on new approaches to fulfill project goals.Develop documents required to stand up a Program of Record for an Acquisition Category (ACAT) IV Deployable Medical Capability. Documents include Acquisition Decision Memorandum (ADM), Acquisition Program Baseline (APB), Acquisition Strategy, and other acquisition related documents applicable to the ExMed Program.
- Assist with the management of plans and schedules related to logistics support. Support the government and contractor team in performing tasks such as arranging and participating in meetings or program reviews, including preparing meeting agendas/minutes/actions, preparing presentations, developing spreadsheets, tracking action items, and assisting with collaboration with internal and external stakeholders.Assist with the development of Integrated Capability Documents (ICD), Capability Development Documents (CDD), Capability Production Documents (CPD).
- Review other services ICD’s, CDD, CPD’s, or other acquisition related documents for applicability to the ExMed Program.Interface with lower echelon BUMED designated proponents for technical requirements pertaining to current and future equipment plans.
Education/Skills/Qualifications:
- At least four (4) years of direct support to the United States military or Department of Defense
- At least four (4) years of work experience in logistics management
- Prior United States military logistics experience in Deployable Medical Capabilities or Expeditionary Warfare desired
- Possess the ability to author, review and adjudicate logistics and acquisition related documentation including: ADM, APB, TEMP, SEP, LCSP; MOA/MOU/EAA; ISEA Agreements; SOW/WP; Integration Manuals; Interface Control Documents; Basis of Issue Plans; POMs.
- In-depth knowledge of Navy, NAVSEA and supported command logistical concepts (supply, maintenance, financial systems, policies, procedures, and regulations).
- Undergraduate degree (BA/BS)
- Strong communication, interpersonal and negotiation skills.
- Defense Acquisition University (DAU) Life Cycle Logistics Level II (or equivalent) is desired.
