Opportunity

Environmental Incentives is recruiting a Learning and Capacity Building Specialist for the anticipated Gender in Monitoring, Evaluation and Learning (GMEL) award for USAID's Gender Equality and Women's Empowerment Hub (GenDev). The Learning and Capacity Building Specialist will lead Collaboration, Learning, and Adapting (CLA) and capacity building support to the Hub, the Operating Units (OUs) with which it collaborates, and its implementing partners and other stakeholders. The position is full-time, based in Washington, DC, and contingent on funding.

Success in this position includes the ability to manage and drive processes forward, respond quickly to varied demands and tight deadlines, and complete high-quality work products on time with an eye to detail.

RESPONSIBILITIES

  • Design and deliver activities to build the gender in MEL capacity of USAID Bureaus, Missions, and Offices, as well as implementing partner (IPs) awards directly funded and managed by GenDev.
  • Organize CLA events for Bureaus, Missions, and Offices with whom GenDev is collaborating, as well as IPs implementing awards directly funded and managed by GenDev.
  • Provide expert advice on strategies and tactics for maximizing uptake of findings and recommendations from GMEL monitoring, evaluations, and assessments.
  • Advise GenDev, its cooperating OUs, and its IPs on strategies and processes for incorporating CLA throughout the Program Cycle in order to improve gender equality and women's empowerment activity designs, implementation actions, and results.
  • Other related duties as assigned.

QUALIFICATIONS

Minimum Qualifications

  • Bachelor's degree and 7 years of relevant experience; Master's degree and 5+ years relevant experience or equivalent combination of education and experience
  • Experience designing, managing, or implementing development activities related to gender integration and/or gender and social inclusion.
  • Demonstrated experience designing and delivering activities and products based on CLA principles.

Preferred Qualifications

  • University degree in relevant field, graduate degree preferred.
  • Experience with and/or knowledge of USAID programming, approaches, and policy, including USAID gender policy and programming.
  • Demonstrated success building a trusted advisory relationship with client teams, including technical specialists, to assess needs, manage processes, deliver high quality services, and solve problems.
  • Experience independently creating client deliverables, including scoping, production, and review; or, experience playing a critical role in the development of products.
  • Previous experience on a MEL platform or similar support contract for USAID.

  • Strong process management skills and ability to produce quality products.

ADDITIONAL REQUIREMENTS

  • Legally authorized to work in the United States with no restrictions.
  • Criminal background check required.

BASE STATION AND COVID-19 POLICY

The position will be based in Washington, DC. Due to the circumstances surrounding COVID-19, the position will begin remotely. Being present in the office on multiple days per week is an expectation once we reopen offices, which is currently expected to commence sometime after March 2022.

Proof of full vaccination against Covid-19 or legally authorized exemption is required for all Environmental Incentives employees working in the United States, regardless of office location or remote work. Selected candidates will be required to provide proof of full vaccination before beginning employment with Environmental Incentives. Full vaccination is defined as 2 weeks after the final dose of the requisite vaccination.
