About the Position: This position will serve as a Lead Contract Specialist at the 413th Regional Contracting Office, Fort Wainwright, Alaska. The Lead Contract Specialist is responsible for both pre-award and post-award functions in a large-scale installation-level procurement of supplies, services and equipment, including construction services, to meet the consolidated requirements of a major installation.


Responsibilities
• Review contract requests for procurement of supplies, services and/or construction.
• Serve as customer point of contact for both technical contracting personnel within the installation and external customers.
• Perform cost or price analysis, including reviews of cost breakdowns, and determine cost reasonableness.
• Oversee team members' development process for assigned team with goal toward a proactive and well-working team.

  In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.   Basic Requirement for Lead Contract Specialist:
  
  Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
  OR
  Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
  
  In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
  
  Specialized Experience: One year of specialized experience which includes: 1) Providing technical advice to management and lower-graded Contract Specialists; 2) Preparing contract pre award and post award solicitation and related documents; 3) Managing contracts during the post-award phase of the procurement cycle to assure timely receipts of all contractual data specified; and 4) Reviewing work of team members for adequacy and compliance with regulations and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
