ILS/IPS Program Manager

WR has a need for an Integrated Logistics Support (ILS) Program Manager. This position is responsible for the cradle to grave support, program management, and oversight of Navy Position, Navigation, and Timing (PNT) and other Electronic Systems from concept to acquisition, through field deployment, sustainment, modification, technology refreshment, and final disposition. This position is in support to Naval Information Warfare Center (NIWC) Atlantic and Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I) navigation systems.
Position responsibilities will include, but are not limited to the following:
The Program Manager works with constituent Project Managers to monitor cost, schedule, and technical performance of component projects and operations, while working to ensure the ultimate success of the program. The Program Manager will generally be responsible for determining and coordinating the sharing of resources to the overall benefit of the program and will often be responsible for stakeholder management, particularly stakeholder’s external to the organization such as customers and/or subcontractors. The primary work location is Norfolk, VA with occasional travel.
- Program management responsibility for directing, developing, and implementing logistics requirements supporting the acquisition, modification, rebasing, sustainment, and final disposition.
- Planning, Management and coordination for the development and execution of logistics support plans for assigned systems and related equipment that often encompass new technologies and complex fielding requirements.
- Frequently communicates to senior program managers and customers to include identification of program requirements, clarity, provide status, and obtain customer feedback.
- Develops and maintains effective relationships and liaisons with customers, program and proposal teams, and management to secure compliance with schedules, resolve problems, and coordinate tasks.
- Analyzes, evaluates and reviews proposed and existing logistics support policies and related program issues critical to the NIWC and PEO customers.
- Recommends new processes that may improve quality and organization effectiveness.
- Develops and manages Program Plans as appropriate such as Communication, Risk, Interface, Change, Transition, Resource, Purchase and Acquisitions, Quality, and Contracting Management planning.
- Develops and manages the following documents (to include but is not limited to);
- Life-cycle Sustainment Plan (LCSP)
- Diminishing Manufacturing Sources/Materiel Shortages (DMSMS) Plan
- Casualty Reports (CASREPs)
- Integrated Master Schedules (IMS)
- Human Systems Integration Plan (HSIP)
- Maintenance Concept/Maintenance Plan (MC/MP)
- Manpower Estimate (ME)
- Software Support/Sustainment Plan
- Training Analysis
- Level Of Repair Analyses (LORA)
- Planned Maintenance System (PMS)
- Reliability, Availability, and Maintainability (RAM) Plans and Reports
- Provides System Operating & Maintenance Documents
- Develops, coordinates, tracks, and manages assigned programs and projects to comply with cost, budget, schedule, WBS, risk, technical requirements, and established company practices in order to meet program and project commitments.
- Assessment of emergent requirements throughout the fiscal year.
- Analyzes requirements and funding alignments with the customer to ensure funding availability for mission readiness and fleet safety.
- Out year Future Year Defense Plan (FYDP) financial forecast planning in support of Program Objective Memorandum (POM) submissions.
- Management of staffing requirements, tasking, and execution against contract requirements.
- Maintains appropriate records, prepare reports, and coordinates logistics activities with internal or external customers.
- Plans, conducts, and supervises assignments under general supervision, reviews progress, and evaluates results.
- Plans and assigns personnel to given projects or tasks, assists with the review and evaluation of personnel performance, applies organizational policy, and recommends changes in procedures.
- Manages customer requirements, compiles cost and performance data, identifies trends and potential issues, and prepares courses of action for customers.
- Coordinates as appropriate with PMs/contractors/customers/other organizations to ensure effective supportability analysis/logistics management information is in place and fully analyzed.
- Ensures the WR Quality Management System Project Management processes are utilized in project management activities.
- Plans, documents, reviews, and manages subordinate performance.
Candidates must possess the following knowledge, skills, and experience:
- Bachelor’s Degree in Electronic Engineering, Physical Sciences, Mathematics, Management Information Systems or Business.
- An accredited Program Management course with certification of completion or PgMP certification is desired.
- An accredited Project Management course with certification of completion or PMP certification is desired.
- Experience may be substituted in lieu of degree depending on contractual requirements.
- Technical training in US Navy Navigation Equipment and systems.
- Current Professional Logistics Certification, including Defense Acquisition Workforce Improvement Act (DAWIA) Life Cycle Acquisition Logistics Level 1 or equivalent logistics training (resume to specify all equivalent training)
- Fifteen (15)+ years of experience with defense life cycle logistics support for electronic systems, including logistics management, principles, practices, and processes.
- Five (5)+ years of experience with support of PNT systems.
- Eight (8) + years of experience in Integrated Product Support/Integrated Logistics Support.
- Eight (8) years of hands-on experience with US Navy Navigation equipment and systems to include three (3) of the following four (4) areas:
- Systems Requirements
- Operational Requirements
- Test and evaluation
- training
- Recognized expert who has demonstrated industry and public service leadership in US Navy navigation equipment and systems.
Active Secret Security Clearance required.
