Position Information
The California State University, Office of the Chancellor, is seeking an Identity Management Analyst to act as subject matter expert (SME), supporting the ongoing technical development and deployment of the systemwide Identity and Access Management (IAM) program. The primary responsibilities of this position are to design, develop, implement, and maintain applications, tools, and other resources required for CO and systemwide identity management, including the creation and implementation of data standards, management of person data, development of application and service integration code, and ongoing operational support of IAM infrastructure.
Responsibilities
Under the general direction of the Chief of Technical Operations Officer, the Identity Management Analyst will perform tasks and duties as follows:
This position is a system matter expert and is primarily responsible for providing application design and development support for the Chancellor's Office IAM program and providing operational support for Chancellor's Office and systemwide IAM infrastructure services.
Duties include:
- Install, develop, configure, and test applications and other tools according to IAM program needs.
- Provide training, develop the documentation, and transfer knowledge to ensure effective use of applications.
- Provide ongoing support for applications, including testing, patching, quality assurance, and upgrades.
- Plan and implement changes to applications, including report structures and format, and maintain and operate within an approved application delivery framework that uses change management and version control.
- Troubleshoot and resolve application problems.
- Setup and maintain development environments for application upgrades, testing, and implementation.
- Work closely and consult with the IAM and infrastructure teams to ensure project quality.
- Manage application security, including user authorization, access control, and implementation of other security measures.
- Document and diagram applications, including code, functionality, and interoperability with other systems and applications, and maintain application delivery and reliability.
- Adhere to ITS security policies and guidelines in the daily performance of application development and support activities.
- Provide 7x24 coverage for after-hours on-call support.
The position also supports the ongoing development and support of the Identity & Access Management (IAM) program strategy, including the introduction and integration of new technology and products, use of enterprise-wide directory and registry services, processes for provisioning and managing person data and identities, as well as the incorporation of authentication tools.
Duties include:
- Support the identification, development, and articulation of IAM strategy, goals, and objectives.
- Research and recommend industry best practices, products, services, and vendors.
- Assist the development of detailed technical requirements and solution deployment of software, hardware, and connectivity across the life cycle of projects.
- Design IAM architecture incorporating industry best practices for security and access management.
- Attend project-planning meetings and provide ongoing input into planning and executing the IAM program's work efforts and projects.
- Furthermore, the Analyst/Programmer is also responsible for keeping current in the relevant industry and fields of expertise, including changes in technology, trends, and best practices.
Qualifications
This position requires:
- A bachelor's degree in Computer Science or a related field, or an equivalent combination of experience and education.
- Seven to ten years of progressive application development and broad support experience, including at least three to five years of development and support of web-based application technology.
- Seven to ten years of demonstrated experience as an analyst in full-cycle implementation of application design and deployment from conception through post-production support, including three to five years of experience analyzing conceptual requirements, formulating design, and constructing requirements into deliverable solutions.

Technical Skills
- Five years of current experience with LDAP directory technology such as Microsoft Active Directory and authentication protocols such as NTLM and Kerberos, and the development and implementation of custom authentication handlers.
- Five years of experience with federated identity management, single sign-on technology, and web-based access management systems such as Shibboleth or similar SAML2-based technology.
- Seven to ten years of experience with T-SQL, JavaScript, Microsoft .Net Framework, HTML, web development, XML/JSON, Web Services, CSS Maintenance, and C# programming.
- Seven to ten years of experience with Microsoft SQL Server, Oracle RDBMS, UNIX, Windows Technology.
- Five to eight years of experience in the development and support of web-based applications and systems integration.
- Significant experience with identity and credential provisioning systems, workflow development, and troubleshooting. Experience with developing and maintaining Microsoft SSIS and Dell Boomi packages preferred.
- Strong understanding of electronic and digital signatures, SSL, and Code Signing, and digital certificates.
- Strong understanding of container technology and native cloud "serverless" computing and experience developing and supporting technical automation are strongly preferred.
- In-depth knowledge with PowerShell and other Scripting-Type languages, and Java programming, preferred.
- Proficiency in Microsoft Word, Excel, Visio, and extensive experience with Visual Studio or an equivalent full-stack development environment.
