This position is unique in that it is part of the Human Resources Department, but this is not a typical HR role. We are building a Functional Support Team with advanced level skills. The ability to understand and learn HR business processes is required to be successful, but you do not need to have prior HR experience. The successful candidate for this position will have advanced operational and technical knowledge of automated enterprise information management systems, preferably PeopleSoft. If you have hands-on technical experience working with a relational database/HRIS system at a skilled "IT" position level, then this may be the job for you!

What you will typically be responsible for:
  • Performing complex and highly confidential personnel or benefits duties using PeopleSoft
  • Being a functional Human Resources liaison on the PeopleSoft Personnel or Benefits System and other related County HRIS systems
  • Developing, analyzing, and verifying complex system queries
  • Coordinating and implementing provisions of collective bargaining agreements including negotiated salary increases and benefit plan changes
  • Creating ad-hoc queries, generating reports, and providing analysis of data in the form of complex Excel spreadsheets, pivot tables, and charts
  • Maintaining awareness on pertinent laws, ordinances, regulations, policies, MOU's, rules, and regulations and advising operating departments and human resources staff as necessary

Desirable Qualifications:
  • Three years+ experience in Peoplesoft Human Resources and Benefits module
  • Extensive experience and understanding in Oracle SQL or PS Query
  • Thorough understanding in Human Resources Data structure in ERP systems
  • PeopleSoft Skills with work experience in HCM modules

The eligible list established from this recruitment may remain in effect for six (6) months.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education: Completion of at least 60 semester or 90 quarter units at an accredited college or university with major coursework in information technology, human resources management, business or public administration or a closely related field.

Experience: Three (3) years of full-time experience performing computerized systems duties such as developing queries, pivot tables and reports, performing automated work processes, and analyzing complex data.

Experience working with an automated HRIS/payroll system is highly desired.

Substitution: Possession of a Bachelor’s Degree in a related area as noted above will substitute for one (1) year of the required experience.

Selection Process

  • Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
  • Oral Assessment: An oral assessment (interview) will be conducted to measure candidates' competencies as they relate to the job. In the oral assessment, candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% of higher. These may include, but are not limited to: Analyzing & Interpreting Data, Critical Thinking, Displaying Ownership and Accountability, Learning Agility. (Weighted 100%)
The oral assessment is tentatively scheduled to take place tentatively the week of May 4-9 2022. The assessment may be administered remotely using a computer; you will need access to a reliable internet connection to participate in the assessment.
